<p>On a recent visit to Beast and Cleaver, an acclaimed Ballard butcher shop that serves a sandwich at 11:00 am sharp on Thursdays and Fridays until gone. Dusty had chance to learn about the dry aging process with Zach.</p>
<p>&#8220;I’ve always loved food because it brings people together,&#8221; Dusty said. &#8220;Plumbing does that too &#8211; just in a different way. When someone’s kitchen sink or water heater breaks, you’re helping restore a piece of normal life. It’s personal.&#8221;</p>
<p>That blend of craftsmanship and care has become Craftsman Plumbing’s hallmark. What started as a local service call business has evolved into something more &#8211; a reflection of Dusty’s belief that respect and empathy are as essential as any wrench in the tool bag. 										<content:encoded><![CDATA[<p>Due to budget restraints, the <a href="https://kcrha.org/" target="_blank" rel="noopener">King County Regional Homelessness Authority</a> (KCRHA) is laying off 13 staff members, the organization confirmed this week.</p>
<p>The layoffs account for approximately 22% of the staff. Additionally, KCRHA removed 15 vacant positions. These decisions are in response to a projected $4.7 million budget shortfall for KCRHA in 2026.</p>
<p>&#8220;Earlier this year, we took several steps to address the budget issue, such as enacting a hiring freeze, moving staff to positions to cover essential needs, and significantly decreasing the use of consultants,&#8221; KCRHA CEO Dr. Kelly Kinnison said, according to <a href="https://www.fox13seattle.com/news/seattles-kcrha-layoffs-budget-shortfall" target="_blank" rel="noopener">FOX 13</a>. &#8220;Ultimately, I made this decision to be a responsible steward of public funds in the midst of financial constraints at the direction of the Governing Board to sustain our successes in paying providers and awarding contracts on time.&#8221;</p>
<p>KCRHA is an independent agency, working in tandem with the King County government, that is responsible for coordinating and providing homelessness services.</p>
<p>The budget shortfall occurred once the general fund shrank its budget for KCRHA. T<span data-v-03e8ff79="">he layoffs aim to cut $3.05 million from the organization&#8217;s estimated budget. </span><span data-v-03e8ff79="">KCRHA will also focus on managing contracts and reassessing its organizational structure.</span></p>

<p class="default__StyledText-sc-tl066j-0 gdrPeS body-paragraph">The woman, Joan Harrison, hasn&#8217;t been seen since 12 p.m. Thursday. Her last known location was near Shoreview Park in Shoreline.</p>
<p class="default__StyledText-sc-tl066j-0 gdrPeS body-paragraph">Harrison is approximately 5 feet, 7 inches tall, wearing a blue hat and a long blue parka.</p>
<p>The King County Search &amp; Rescue team is worried she may not be able to get home without assistance.</p>
<p>If anyone has more information regarding her whereabouts, please call 911.</p>

<p>Jollota attended the popular <a href="https://www.holidaysonfranklin.com/" target="_blank" rel="noopener">Holidays on Franklin</a> Halloween gathering dressed as a U.S. Immigration and Customs Enforcement (ICE) officer earlier this month, <em><a href="https://www.seattletimes.com/seattle-news/politics/ice-costume-at-vancouver-halloween-event-sparks-backlash/" target="_blank" rel="noopener">The Seattle Times</a></em> reported.</p>
<p>Jollota, who served on the Vancouver City Council from 1990 to 2010, according to <em><a href="https://www.columbian.com/news/2022/apr/17/pat-jollota-vancouver-and-clark-county-legend/#:~:text=She%20spent%2020%20years%20on,Council%2C%20from%201990%20to%202010." target="_blank" rel="noopener">The Columbian,</a></em> has since apologized, saying the costume was meant as a political commentary and was a &#8220;critique&#8221; of the agency.</p>
<p>“My goal was to portray the costume in the context of horror, representing the fear that many associate with the agency’s actions,” Jollota stated, according to <em>The Seattle Times.</em></p>
<p>The screenshots of a Facebook post, showing Jollota dressed up, were posted on <a href="https://www.reddit.com/r/vancouverwa/comments/1oatwjd/apparent_blackface_and_ice_agents_celebrated_by/?share_id=O059NxIK1glRou3fkIixK&amp;utm_content=1&amp;utm_medium=ios_app&amp;utm_name=ioscss&amp;utm_source=share&amp;utm_term=1" target="_blank" rel="noopener">Reddit</a>.</p>
<p>One Facebook user joked, &#8220;They were serious about raising the age limit, huh?&#8221;</p>
<p>&#8220;Rude,&#8221; Jollota responded.</p>

<h2>Vancouver mayor responds to ICE costume</h2>
<p>Vancouver Mayor Anne McEnerny-Ogle was at the party and also apologized, calling the costume offensive, hurtful, and upsetting.</p>
<p>&#8220;Those are not our core values for the City of Vancouver,&#8221; McEnerny-Ogle said.</p>
<p>Vancouver City Council member Diana Perez told <em>The Seattle Times</em> the images were &#8220;painful to see.&#8221;</p>
<p>“Accountability means more than an apology, it means learning and doing better so our community remains a place where everyone feels respected and valued,” Perez told the media outlet.</p>
<p>Vancouver real estate agent Rae Master expressed her disdain for the costume on <a href="https://www.facebook.com/knowvancouverwa/posts/pfbid0N3XvgdMkMwVouePLER1H19TypkQYgJLuXGna9XyjX3XoAHUpYpFdsSMb8dW5q9Avl" target="_blank" rel="noopener">Facebook</a>.</p>

										<content:encoded><![CDATA[<p data-start="162" data-end="402">A fire that severely damaged the playground at Wiggums Hollow Park in Everett on Monday has been confirmed as arson, according to findings by the Everett Fire Department (EFD).</p>
<p data-start="162" data-end="402">Firefighters arrived at approximately 9:30 a.m. at the park located at 2808 10th Street in Everett, EFD <a href="https://www.facebook.com/share/p/1Ce6TKtVgy/" target="_blank" rel="noopener">announced</a>.</p>
<p data-start="162" data-end="402">Fire crews found the main play structure fully engulfed in flames and quickly brought the fire under control. No injuries were reported.</p>

<p data-start="162" data-end="402">The area will remain closed while the Everett Fire Marshal’s Office and Police Department investigate.</p>
<p data-start="162" data-end="402">“It&#8217;s heartbreaking to see that the beautiful new playground at Wiggums Hollow Park was seriously damaged by a fire this morning,&#8221; Everett Mayor Cassie Franklin stated. &#8220;This playground was designed with input from our Delta Neighborhood and community members — and it’s been such a joyful place for families since it opened in the summer of 2024.”</p>

<p data-start="48" data-end="233">Officials report that Renton officers arrested Da’Sean Harrison on Oct. 16 in connection with multiple smash-and-grab robberies and several weapons violations.</p>
<p data-start="235" data-end="411">Harrison, a convicted felon, is not allowed to own firearms. Police say they recovered two guns, ammunition, narcotics, and additional evidence during the arrest.</p>

<h2 data-start="235" data-end="411">Man arrested for $2M West Seattle jewelry robbery</h2>
<p><span style="font-weight: 400;">Harrison was booked into the Maleng Regional Justice Center in Kent, where he is being held on $250,000 bail. </span></p>
<p><span style="font-weight: 400;">On October 18, Seattle’s lead robbery detective referred additional charges to the King County Prosecuting Attorney’s Office for Harrison’s alleged role in the <a href="https://mynorthwest.com/crime-blotter/west-seattle-store/4120939">August 14 jewelry store heist</a>. Three additional suspects are still at large.</span></p>
<p><span style="font-weight: 400;">The West Seattle robbery involved a bold smash-and-grab at Menashe and Sons Jewelers on the 4500 block of California Avenue Southwest. Four masked suspects used hammers to break into the store, shattering six glass display cases in under two minutes. </span></p>
<p><span style="font-weight: 400;">Investigators say the thieves stole more than $2 million in merchandise, including emerald necklaces, gold bracelets, Rolex watches, and platinum diamond pieces. None of the stolen jewelry has been recovered.</span></p>
<p><span style="font-weight: 400;">During the robbery, one suspect reportedly used bear spray and a taser to threaten employees, though no one was physically harmed. Store owner Josh Menashe said the crime left staff feeling shocked and violated.</span></p>
<p><span style="font-weight: 400;">Seattle police say the investigation is ongoing and being handled by the department’s Robbery Unit.</span></p>

<h2>East Marginal Way upgrades improve safety, freight, and bike access</h2>
<p><span style="font-weight: 400;">Most work is finished, but railroad construction south of S Horton Street will continue into early 2026. Cyclists can use the west-side shared path between S Spokane Street and S Horton Street. They can also connect to the two-way bike lane using the new crossing at S Horton Street.</span></p>
<p><span style="font-weight: 400;">The project improves safety, freight mobility, and travel efficiency. It includes new separated bike and pedestrian facilities, upgraded traffic signals and intelligent transportation systems, and better access for trucks to the Port of Seattle and local industrial areas.</span></p>
<p><span style="font-weight: 400;">The corridor has three segments. The North Segment is complete. The Central Segment is 90% designed. The South Segment has finished preliminary design. Funding comes from the Levy to Move Seattle, federal grants, the Port of Seattle, and other partners.</span></p>

<h2>Chinn seeks $30M, claims Seattle policies devastated Little Saigon investments</h2>
<p><span style="font-weight: 400;">The Little Saigon property owner argued the city’s actions amount to an unconstitutional taking of property and discrimination against a largely immigrant community.</span></p>
<p><span style="font-weight: 400;">City attorneys have moved to dismiss the case, saying Chinn lacks standing and that his grievances stem from policy disagreements. Mayor Bruce Harrell’s office declined to comment on the lawsuit but said recent safety efforts have reduced thefts and robberies in the area.</span></p>
<p><span style="font-weight: 400;">Chinn is asking the court not only for damages but also for a fund to compensate other Little Saigon businesses affected by the city’s actions.</span></p>

<h2>Downtown Seattle crime drops, economy rebounds</h2>
<p><span style="font-weight: 400;">On the economic side, the DSA’s September 2025 dashboard revealed that downtown visitor numbers have bounced back to slightly above levels seen in September 2019. </span></p>
<p><span style="font-weight: 400;">Hotel room demand has returned to approximately 100% of 2019 levels. The number of occupied apartment units in downtown has grown to nearly 60,700, a roughly 20% increase compared with 2019.</span></p>
<p><span style="font-weight: 400;">City and business leaders said the drop in violent crime is an important sign of progress. Still, they said the recovery is not yet complete. </span></p>
<p><span style="font-weight: 400;">Worker foot traffic in downtown remains at about 62% of the weekday volume recorded in September 2019, showing that there is still room for more office workers to return.</span></p>
<p><span style="font-weight: 400;">For everyone in downtown, from businesses to residents and visitors, the news is looking brighter. With violent crime down and the economy showing strong signs of life, numbers indicate downtown Seattle is finally turning a corner.</span></p>

<p><span style="font-weight: 400;">With the expiration of Enhanced Premium Tax Credits, this couple could see their monthly premiums <a href="https://www.cantwell.senate.gov/news/press-releases/case-study-sample-middle-class-wa-couple-facing-880_1325-monthly-health-insurance-premium-increase-across-all-39-counties" target="_blank" rel="noopener">jump by an average of $1,049</a> across all 39 counties in Washington, adding more than $12,500 to their yearly expenses, according to Cantwell. </span></p>

<h2>Washington Middle-Class Families Confront Sharp Health Insurance Premium Increases</h2>
<p><span style="font-weight: 400;">The increases vary depending on where families live. In King County, the couple’s monthly premium could rise by $960, while in Spokane County it may go up by $991. Some rural counties face even more dramatic hikes. </span></p>
<p><span style="font-weight: 400;">In Adams County, the monthly premium would leap from <a href="https://www.cantwell.senate.gov/news/press-releases/case-study-sample-middle-class-wa-couple-facing-880_1325-monthly-health-insurance-premium-increase-across-all-39-counties" target="_blank" rel="noopener">$326.75 to $1,427.29</a>, an extra $13,206 a year for the same coverage. Statewide, the average monthly premium for this couple is projected to climb from <a href="https://www.cantwell.senate.gov/news/press-releases/case-study-sample-middle-class-wa-couple-facing-880_1325-monthly-health-insurance-premium-increase-across-all-39-counties" target="_blank" rel="noopener">$414 in 2025 to $1,463 in 2026</a>, a staggering 253% increase.</span></p>
<p><span style="font-weight: 400;">These rising costs reflect a broader concern for over 214,000 Washingtonians who rely on the ACA marketplace. </span><span style="font-weight: 400;">Without continued subsidies, many middle-class families may struggle to afford coverage, potentially leaving more people uninsured and increasing financial strain on hospitals. </span></p>
<p><span style="font-weight: 400;">Cantwell has urged Congress to extend these enhanced subsidies to help families manage these sharp increases and maintain access to care. </span></p>

<p><span style="font-weight: 400;">During the 2022 outbreak, mpox cases in Washington were primarily found among men who have sex with men and people aged 25 to 44. </span></p>
<p><span style="font-weight: 400;">Although anyone can contract mpox through intimate, skin-to-skin contact, public health experts said the current rise in cases is again concentrated among LGBTQIA+ communities.</span></p>

<h2>Waning immunity and low vaccinations drive mpox rise in King County</h2>
<p><span style="font-weight: 400;">Officials said several factors may be contributing to the recent increase. Immunity from prior infection or vaccination may have waned in some, and many people have resumed sexual behaviors that create more opportunities for transmission. </span></p>
<p><span style="font-weight: 400;">In 2022, health officials estimated that approximately one in four people in King County considered at “highest or elevated risk” had received at least one dose of the vaccine. </span></p>
<p><span style="font-weight: 400;">Completing the <a href="https://jynneos.com/" target="_blank" rel="noopener">JYNNEOS vaccination series</a> remains the most effective way to protect against severe illness. Health officials urged anyone with close contact to a possible case, as well as those in higher-risk communities, to get vaccinated.</span></p>
<p><span style="font-weight: 400;">Residents are also being reminded to stay alert for symptoms. Mpox often begins with fever, fatigue, or other flu-like symptoms, followed by a rash or lesions that may appear on the face, hands, genitals, or other parts of the body. </span></p>
<p><span style="font-weight: 400;">Anyone who suspects exposure or infection should contact a healthcare provider promptly for testing and advice.</span></p>

<p><span style="font-weight: 400;">Tamara &#8220;Tammy&#8221; Clevenger was sentenced to five years of probation and ordered to repay the embezzled money, <a href="https://www.seattletimes.com/seattle-news/law-justice/wa-citys-ex-treasurer-sentenced-to-probation-928k-in-restitution/" target="_blank" rel="noopener"><em>The Seattle Times</em></a> reported Wednesday.</span></p>
<h2>Morton city clerk pleads guilty to wire fraud</h2>
<p><span style="font-weight: 400;">Clevenger, who served as the city’s clerk-treasurer from 2012 to 2022, pleaded guilty to wire fraud in May at the U.S. District Court in Tacoma, according to the Department of Justice. </span></p>
<p><span style="font-weight: 400;">The investigation started after a <a href="https://sao.wa.gov/the-audit-connection-blog/small-city-morton-lost-more-900000-over-decade-audit-finds" target="_blank" rel="noopener">2024 audit</a> by the Washington State Auditor’s Office uncovered unauthorized withdrawals and fraudulent transactions totaling $937,584. According to court records, Clevenger used several tactics to misappropriate public funds.</span></p>

<h3>City clerk stole nearly $1M</h3>
<p><span style="font-weight: 400;">Between 2015 and 2021, Cevenger pocketed more than $311,000 in cash payments made by residents for city services. Officials said she wrote bogus checks and made unauthorized cash withdrawals using the city’s ATM card to conceal the transactions. From 2013 to 2021, she issued over $625,000 in city checks to herself using pre-signed checks meant for emergencies. </span></p>
<p><span style="font-weight: 400;">The fraud involved the use of interstate wire transfers, including a $5,800 transaction that crossed state lines through Umpqua Bank servers, making it a federal crime.</span></p>
<p>Morton officials have since updated internal procedures to prevent any one employee from having sole control over transactions. Clevenger agreed to repay the money and had already returned $8,626 to the city&#8217;s accounts.</p>

										<content:encoded><![CDATA[<p>The semi-truck driver who hit the Bullfrog Road overpass was cited for permit violations.</p>
<p>Allan Bergsma, 64, from Ontario, Canada, was issued a permit to carry the oversized load but did not follow the guidelines.</p>
<p>As part of the conditions for the permit, Bergsma had to use certain exits. In this case, Bergsma was supposed to get off on Exit 80 and then re-enter I-90 to avoid the ramp, but he kept going, Jeremy Weber, Public Information Officer for the Washington State Patrol (WSP), explained to KIRO Newsradio.</p>
<p>Weber said Bergsma appeared to be hauling large industrial-type equipment.</p>
<p>&#8220;Almost like it looked like a tank of some sort, great big, heavy steel piece of equipment. And obviously, it was very heavy, because it went through and then cleared the whole bridge. So when it went through, it knocked down every section of the bridge,&#8221; Weber shared.</p>
<p>He noted that Bergsma was not impaired, but that there was a miscommunication.</p>
<p>&#8220;According to his interview with the trooper, he had a lead car that was up ahead of him, and there was some radio traffic going on, and there might be some sort of confusion in radio traffic, or multiple people maybe talking. And obviously, there was a communication breakdown between his lead car and him,&#8221; Weber explained.</p>
<p>He said he believes the fine for violating the permit is around $250.</p>
<h2>Gov. Ferguson issues emergency proclamation for Bullfrog Road overpass</h2>
<p>Washington Governor Bob Ferguson has issued an emergency proclamation for the Bullfrog Road overpass that was hit by a semi-truck late Tuesday night.</p>
<p>The strike subsequently closed the westbound lanes of I-90 underneath the overpass at Exit 80, near Cle Elum.</p>
<p>The proclamation will allow the state to seek federal funding to start work more quickly, Ferguson stated <a href="https://x.com/GovBobFerguson/status/1981464945503195387" target="_blank" rel="noopener">on X</a>.</p>

<h3>Demolition on Bullfrog Road overpass will start Thursday night</h3>
<p>Multiple concrete girders were damaged, and numerous pieces of rebar were seen extending down into the roadway.</p>
<p>The Washington State Department of Transportation (WSDOT) determined the damaged portion of the overpass is not repairable and will have to be demolished.</p>
<p>&#8220;WSDOT has hired an emergency contractor, Scarsella Bros, Inc., to remove the overpass portion over westbound I-90. This will allow for westbound I-90 to reopen to traffic until construction begins on a replacement overpass. The overpass over the eastbound I-90 lanes is unaffected,&#8221; the agency stated.</p>
<p>Demolition will begin the night of Thursday, October 23. Travelers will continue to use the westbound off- and on-ramps at Exit 80 as a detour.</p>
<p>An eastbound lane of I-90 will be closed during the demolition, which starts at 6 p.m. until 8 p.m. Work will pick back up on Saturday, October 25.</p>
<p>Weather permitting, once demolition is complete, the westbound lanes of I-90 will reopen to traffic by early next week.</p>

<h3>Washington Trucking Association issues statement</h3>
<p>The Washington Trucking Association (WTA) stated it is redoubling its safety training efforts after the  hit the overpass.</p>
<p>“Safety remains our top priority, for both truck drivers and the traveling public. Our association invests significant resources in providing the very best training available to provide best practices for truckers, including those in the heavy haul industry,” WTA President and CEO Sheri Call stated via a news release.</p>
<p>“Tuesday night’s accident on I-90 is a good reminder that we must continue our vigilance on safe driving practices. WTA works in tandem with the Washington State Patrol on training and enforcement, and we will be looking to develop even more resources to ensure drivers are prepared to operate safely,” Call continued.</p>
<p>She added that the WTA is working with law enforcement and WSDOT to find new ways to train and educate truck drivers.</p>
<h3>Background on repair work</h3>
<p>Wednesday afternoon, Ferguson shared, via X, that bridge inspectors were examining the damage. The state was pursuing the cost of the repairs with the trucking company.</p>

<h3>WSDOT expects overpass closures to affect thousands</h3>
<p>Meagan Lott, communications manager for WSDOT, revealed the severity of the damage and how impactful the closure will be for thousands of drivers through the area.</p>
<p>&#8220;The damage looks pretty bad. We have our bridge inspectors from Olympia coming out today to do a full assessment of the damage,&#8221; Lott told KIRO Newsradio. &#8220;I-90 is one of the busiest routes in the state for east-to-west transportation. We see about 17,000 drivers going westbound, and about 1,500 vehicles traveling over the overpass every day. It is going to have an impact on drivers, specifically if you&#8217;re trying to get somewhere in a timely manner.&#8221;</p>
<p>WSP Trooper Jeremy Weber detailed the overpass collision and the massive impacts it has on commuters throughout the area.</p>
<p>&#8220;There was a truck driver who had an oversized load. He was supposed to take Exit 80 to go around the bridge, and didn&#8217;t,&#8221; Trooper Weber told KIRO Newsradio. &#8220;I&#8217;m not an engineer, but I&#8217;m assuming that&#8217;s extremely volatile, and it&#8217;s going to take quite a bit of time to make that secure. This is a pretty big deal. That whole Cle Elum area is going to be really busy.&#8221;</p>
<p>The Cle Elum overpass collision is the third time a truck driver has caused damage to a bridge in the past few months. Weber explained the necessary preparations truck drivers must take as they navigate roadways.</p>
<p>&#8220;I consider [truck drivers] as professionals out here. They drive for a living, much like I do,&#8221; Trooper Weber said. &#8220;These trucks going down the road, even speeding, they can&#8217;t just stop on a dime. So when they crash, they cause significant damage and shut down roadways for a long time.&#8221;</p>
<p>WSDOT noted the closures were still in effect at approximately 8:10 a.m.</p>

<p>Debris from the overpass was covering both lanes underneath it, with excess parts of the overpass hanging down. Vehicles were advised to seek an alternate route by taking Exit 80, detouring around the overpass, and <span style="box-sizing: border-box; margin: 0px; padding: 0px;">entering</span> back onto I-90.</p>
<p>WSDOT crews arrived at the bridge and assessed the damage on the overpass.</p>

<p><span style="font-weight: 400;">The lead plaintiff, David Grosl, was severely injured when the pier gave way. He described falling into the bay amid crashing debris and losing consciousness underwater. Now 35, Grosl said he suffers from lasting physical injuries and post-traumatic stress, making it impossible to return to his previous job.</span></p>
<p><span style="font-weight: 400;">The collapse followed years of documented concerns. Inspections dating back to 2006 warned of corrosion in the pier’s structural supports, but critical safety measures, including required annual load tests, were not conducted.</span></p>
<p><span style="font-weight: 400;">In August 2020, the city bypassed its usual bidding process to quickly hire a demolition contractor after signs of structural separation from the seawall appeared.</span></p>
<p><span style="font-weight: 400;">The new Pier 58, part of Seattle&#8217;s ongoing $800 million waterfront redevelopment, opened in July. It features modern amenities, including a playground, public plaza, and green space, but for the injured workers, the past remains far from resolved.</span></p>

<p><span style="font-weight: 400;">If Prop. 1 fails, city officials warn of deep service cuts, including reductions to police, parks, and recreation programs.</span></p>
<p><span style="font-weight: 400;">Ballots were mailed last week and must be returned by Election Day, Nov. 4.</span></p>
