										<content:encoded><![CDATA[<p>Multiple people who had been allegedly plotting a violent attack over the Halloween weekend were arrested Friday in Michigan, FBI Director <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/hub/kash-patel" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">Kash Patel</a></span> said in a social media post.</p>
<p>Patel said more information would be released later. But the law enforcement effort appeared to be in the Detroit area.</p>
<p>FBI and state police vehicles were in a neighborhood near Fordson High School in Dearborn. People wearing shirts marked FBI walked in and out of a house, including one person who collected paper bags and other items from an evidence truck.</p>
<p>Dearborn police said in a social media post that it was aware that the FBI was conducting operations in the city and assured residents that there was no threat to the community. A message seeking comment from an FBI spokesperson in Detroit was not immediately returned.</p>
<p>Separately, in May, the FBI said it arrested a man who had spent months <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/michigan-army-site-attack-plan-f51b1f3c8c9219e87d6d6df2c3c2d11d" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">planning an attack</a></span> against a U.S. Army site in suburban Detroit on behalf of the Islamic State group. The man, Ammar Said, didn’t know that his supposed allies in the alleged plot were undercover FBI employees.</p>
<p>Said remains in custody, charged with attempting to provide support to a terrorist organization. The criminal complaint was replaced in September with a criminal “information” document, signaling that a guilty plea is likely.</p>

										<content:encoded><![CDATA[<p>King Charles III is stripping his disgraced brother Prince Andrew of his remaining titles and evicting him from his royal residence after weeks of pressure to act over Andrew’s relationship with sex offender Jeffrey Epstein.</p>
<p>Buckingham Palace said Thursday that the king has “initiated a formal process to remove the Style, Titles and Honours of Prince Andrew.”</p>
<p>Andrew will be known as Andrew Mountbatten Windsor and not as a prince, and he will move from his Royal Lodge residence into “private accommodation.”</p>
<p>Pressure had been growing on the palace to oust the prince from Royal Lodge after he surrendered his use of the title Duke of York earlier this month over his friendship with Epstein and allegations by one of Epstein’s victims, Virginia Roberts Giuffre.</p>
<p>But the king went even further, stripping him of the title of prince that he has had since birth as a child of a monarch, the late Queen Elizabeth II.</p>
<p>“These censures are deemed necessary, notwithstanding the fact that he continues to deny the allegations against him,” the palace said. “Their Majesties wish to make clear that their thoughts and utmost sympathies have been, and will remain with, the victims and survivors of any and all forms of abuse.”</p>
<p>Andrew faced a new round of public opprobrium after emails emerged earlier this month showing he had remained in contact with Epstein longer than he previously admitted.</p>
<p>That news was followed by publication of a posthumous memoir by Epstein accuser <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/virginia-giuffre-memoir-jeffrey-epstein-prince-andrew-0adb8b983ac18a45fc7ec035dc789d08" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">Giuffre</a></span>, who alleged she had sex with Andrew when she was 17. “Nobody’s Girl” detailed three alleged sexual encounters with Andrew, who she said acted as if he believed “having sex with me was his birthright.”</p>
<p>Andrew, 65, has long <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/prince-andrew-sex-abuse-lawsuit-41f0366b7a7b4400bd9fb60898ae135d" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">denied Giuffre’s claims</a></span>, but <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/jeffrey-epstein-europe-celebrities-queen-elizabeth-ii-international-news-b358115d6ac24ded96c73cea54ebfd86" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">stepped down from royal duties</a></span> after a disastrous November 2019 BBC interview in which he attempted to rebut her allegations.</p>
<p>Andrew paid millions in <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/prince-andrew-virginia-giuffre-lawsuit-settlement-8b04c775aa46f761d81c05ef12e3a94f" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">an out-of-court settlement</a></span> in 2022 after Giuffre filed a civil suit against him in New York. While he didn’t admit wrongdoing, he acknowledged Giuffre’s suffering as a victim of sex trafficking.</p>
<p>Giuffre died by suicide in April at the age of 41.</p>

<p>Hundreds of thousands of people in Cuba had been evacuated to shelters. A hurricane warning was in effect for Granma, Santiago de Cuba, Guantánamo, Holguin and Las Tunas provinces as well as the southeastern and central Bahamas.</p>
<p>Melissa had top sustained winds of 105 mph (165 kph) and was moving north-northeast at 14 mph (22 kph) according to the National Hurricane Center in Miami. The hurricane was centered 45 miles (70 kilometers) northwest of Guantánamo, Cuba, and 205 miles (335 kilometers) south of the central Bahamas.</p>
<p>The agency warned that preparations for the storm in the Bahamas “should be rushed to completion.”</p>

Cuban officials said they were evacuating more than 700,000 people from the region, including in Santiago, the island’s second-largest city.</li>
<li><b>Rapid strengthening linked to climate change: </b>Climate scientists have linked warming ocean temperatures to hurricanes intensifying more quickly. Abnormally warm ocean waters of about 2 to 3 degrees Celsius (3.6 to 5.4 degrees Fahrenheit) above normal helped <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/warming-oceans-climate-change-hurricane-melissa-intensity-c7d40036574e77e3e108e20b213b10f9" rel="nofollow noopener" data-gtm-enhancement-style="LinkEnhancementA" target="_blank">double Hurricane Melissa’s wind speed in less than 24 hours</a></span>, scientists said. Scientists said Melissa is the fourth storm in the Atlantic this year to undergo rapid intensification.</li>

<h3 class="LiveBlogPost-headline">‘Several areas are under water’</h3>
<p>Cuban authorities said some 735,000 people remain in shelters after being evacuated from their homes in the island’s eastern region.</p>
<p>Yanetsy Terry Gutiérrez, governor of Granma province, one of the first areas hit by the hurricane, said Wednesday morning that “several areas of the province are underwater, with the most significant impact in the municipal capital of Jiguaní.”</p>
<p>Officials also reported collapsed houses, blocked mountain roads and roofs blown off. The province’s reservoirs continue to overflow after being filled by heavy rains. More than 15 inches (40 centimeters) of rain was reported in the Jiguaní settlement of Charco Redondo.</p>
<h3 class="LiveBlogPost-headline">Jamaica’s Santa Cruz hit by landslide</h3>
<p>The small town of Santa Cruz in the southern Jamaican parish of St. Elizabeth was devastated by Hurricane Melissa.</p>
<p>A massive landslide triggered by widespread flooding blocked the town’s main roads, and streets have been reduced to mud pits. Residents swept out gallons of water from their homes as they tried to salvage whatever was left of their belongings.</p>
<p>“I never see anything like this before in all my years living here,” said Jennifer Small.</p>
<p>Fierce winds ripped off part of the roof at St. Elizabeth Technical High School, which was designated a public shelter.</p>
<p>“The entire hillside came down last night,” Robert James said.</p>
<h3 class="LiveBlogPost-headline">‘That was hell’</h3>
<p>Reinaldo Charon, 52, was one of the few people who ventured out in Santiago de Cuba on Wednesday morning, covered by a plastic sheet to keep dry from the intermittent rain.</p>
<p>“That was hell. All night long, it was terrible,” Charon said.</p>
<p>David Savaree, a 44-year-old mechanic, said: “I saw (Melissa) as weaker than (Hurricane) Sandy, but we have to keep going.”</p>
<p>Melissa tore off roofs and uprooted trees, but the extent of the damage wasn’t immediately known.</p>
<h3 class="LiveBlogPost-headline">At least one person was confirmed killed in Jamaica from the storm</h3>
<p>A tree fell on an infant in that region, Senator Abka Fitz-Henley, a state minister in the prime minister’s office, told Nationwide News Network, a local radio station.</p>
<p>A total of eight deaths are now blamed on the storm, including three in Haiti and one in the Dominican Republic, where another person remains missing.</p>
<p>Fitz-Henley said most of the destruction is concentrated in Jamaica’s southwest and northwest regions.</p>
<p>“Take heart. It could have been worse,” he said as he acknowledged pressing needs in that area. “I know people have suffered significant devastation.”</p>
<p>“We are aware of the dire straits which you find yourselves in this morning. We are moving quickly.”</p>
<p>Meanwhile, the disaster coordinator for Jamaica’s West Moreland parish had a stroke on Tuesday while preparing for the storm and remains hospitalized, officials said.</p>
<h3 class="LiveBlogPost-headline">Jamaican officials say damage is extensive</h3>
<p>Jamaican officials told Nationwide News Network, a local radio station, that there was extensive damage in the island’s southwestern and northwestern regions, but that the total damage is still unknown.</p>
<p>“There’s a total communication blackout on that side,” said Richard Thompson, acting director general of Jamaica’s Office of Disaster Preparedness and Emergency Management.</p>
<h3 class="LiveBlogPost-headline">Scientists explain why Melissa is a beast among a string of monster Atlantic storms</h3>
<p>Melissa was a beast that stood out as extreme even in a record number of monster storms spawned over the last decade in a superheated Atlantic Ocean.</p>
<p>Melissa somehow shook off at least three different meteorological conditions that normally weaken major hurricanes and was still gaining power as it hit, scientists said, a bit amazed.</p>
<p>And while more storms these days are undergoing rapid intensification — gaining 35 mph in wind speed over 24 hours — Melissa did a lot more than that. It achieved what’s called extreme rapid intensification — gaining at least 58 mph over 24 hours. In fact, Melissa turbocharged by about 70 mph during a 24-hour period last week, and had an unusual second round of rapid intensification that spun it up to 175 mph, scientists said.</p>
<p>“It’s been a remarkable, just a beast of a storm,” Colorado State University hurricane researcher Phil Klotzbach said.</p>
<h3 class="LiveBlogPost-headline">Storm struck Jamaica on Tuesday with top sustained winds of 185 mph (295 kph) before weakening over land</h3>
<p>Officials in Jamaica were assessing the damage. More than half a million customers were without power late Tuesday as officials reported that most of the island had downed trees, power lines and extensive flooding.</p>
<p>Extensive damage was reported in parts of Clarendon in the south and in the southwestern parish of St. Elizabeth, which was “under water,” said Desmond McKenzie, deputy chairman of Jamaica’s Disaster Risk Management Council.</p>
<p>The storm damaged four hospitals and left one without power, forcing officials to evacuate 75 patients, McKenzie said.</p>
<p>The government said it hopes to reopen all of Jamaica’s airports as early as Thursday to ensure quick distribution of emergency relief supplies.</p>
<p>The storm was already blamed for seven deaths in the Caribbean, including three in Jamaica, three in Haiti and one in the Dominican Republic, where another person remains missing.</p>

<p>Floodwaters trapped at least three families in their homes in the community of Black River in western Jamaica, and crews were unable to help them because of dangerous weather conditions, said Desmond McKenzie, deputy chairman of Jamaica’s Disaster Risk Management Council.</p>
<p>“Roofs were flying off,” he said. “We are hoping and praying that the situation will ease so that some attempt can be made to get to those persons.”</p>
<p>McKenzie said there are no confirmed reports of deaths and stressed that it was too early to talk about the extent of the damage because the storm was still pummeling the island.</p>
<h3 class="LiveBlogPost-headline">Miami Heat donates $1 million to help with recovery efforts</h3>
<p>The Miami Heat has donated $1 million to the humanitarian organization Direct Relief to assist with Hurricane Melissa recovery efforts, according to an NBA statement.</p>
<p>The donation is being made in partnership with the Micky and Madeleine Arison Family Foundation and Carnival Corporation &amp; plc. The three organizations have given more than $17 million to Direct Relief’s crisis response since 2013.</p>
<p>“In Florida, we are all too familiar with the widespread devastation caused by a Category 5 storm,” Eric Woolworth, president of The Heat Group’s business operations, said in a statement. “Direct Relief provides life-saving and ongoing assistance, which is so critical as residents begin the long road to rebuilding their communities.</p>
<p>”Direct Relief will help sustain healthcare access after the storm and support Jamaica health facilities, many of which are in coastal and low-lying areas, a spokesperson for the nonprofit told The Associated Press. It is also prepositioning medical supplies for Cuba.</p>

He thinks scientific innovation will curb it, and it’s instead time for a “strategic pivot” in the global climate fight: from focusing on limiting rising temperatures to fighting poverty and preventing disease.</p>
<p>A doomsday outlook has led the climate community to focus too much on near-term goals to reduce emissions of carbon dioxide and other greenhouse gases that cause warming, diverting resources from the most effective things that can be done to improve life in a warming world, Gates said. <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://www.gatesnotes.com/work/accelerate-energy-innovation/reader/three-tough-truths-about-climate" target="_blank" rel="nofollow noopener" data-gtm-enhancement-style="LinkEnhancementA">In a memo released Tuesday</a></span>, Gates said the world’s primary goal should instead be to prevent suffering, particularly for those in the toughest conditions in the world’s poorest countries.</p>
<p>If given a choice between eradicating malaria and a tenth of a degree increase in warming, “I’ll let the temperature go up 0.1 degree to get rid of malaria. People don’t understand the suffering that exists today,” Gates told reporters during a roundtable discussion ahead of the release.</p>
<p>The Microsoft co-founder spends most of his time now on the goals of the Gates Foundation, which has poured tens of billions of dollars into health care, education and development initiatives worldwide, including combating HIV/AIDS, tuberculosis and malaria. He started Breakthrough Energy in 2015 to speed up innovation in clean energy.</p>
<p>He wrote his 17-page memo hoping to have an impact on next month’s <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/climate-change-cop30-united-nations-belem-conference-6ff64fb65d1ed62b1fd930df6ad74a4d" rel="nofollow noopener" data-gtm-enhancement-style="LinkEnhancementA" target="_blank">United Nations climate change conference in Brazil</a></span>. He’s urging world leaders to ask whether the little money designated for climate is being spent on the right things.</p>
<p>Gates, whose foundation provides financial support for Associated Press coverage of health and development in Africa, is influential in the climate change conversation. He expects his “tough truths about climate” memo will be controversial.</p>
<p>“If you think climate is not important, you won’t agree with the memo. If you think climate is the only cause and apocalyptic, you won’t agree with the memo,” Gates told reporters. “It’s kind of this pragmatic view of somebody who’s, you know, trying to maximize the money and the innovation that goes to help in these poor countries.”</p>
<h2>Climate scientists say every fraction of a degree of warming matters</h2>
<p><span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/science-climate-and-environment-cefd6c94f01dc07dcb8905ee0f59cb82" rel="nofollow noopener" data-gtm-enhancement-style="LinkEnhancementA" target="_blank">Every bit of additional warming correlates</a></span> to more extreme weather, risks species extinction and brings the world closer to crossing tipping points where changes become irreversible, scientists say.</p>
<p>University of Washington public health and climate scientist Kristie Ebi said she thoroughly agrees with Gates that the U.N. negotiations should focus on improving human health and well-being. But, she said, Gates assumes the world stays static and only one variable changes — faster deployment of green technologies — to curb climate change. She called that unlikely.</p>
<p>Jeffrey Sachs, director of the Center for Sustainable Development at Columbia University, called the memo “pointless, vague, unhelpful, and confusing.”</p>
<p>“There is no reason to pit poverty reduction versus climate transformation. Both are utterly feasible, and readily so, if the Big Oil lobby is brought under control,” he wrote in an email.</p>
<p>Stanford University climate scientist Chris Field said there is room for a healthy discussion about whether the current framing of the climate crisis is typically too pessimistic.</p>
<p>“But we should also invest for both the long term and the short term,” he wrote in an email. “A vibrant long-term future depends on both tackling climate change and supporting human development.”</p>
<p>Princeton University climate scientist Michael Oppenheimer said he doesn’t dispute the principle of making human well-being the primary objective of policy, but what about the natural world?</p>
<p>“Climate change is already wreaking havoc there,” he wrote in an email. “Can we truly live in a technological bubble? Do we want to?”</p>
<p>Gates is clear in his memo that every tenth of a degree of warming matters: “A stable climate makes it easier to improve people’s lives.”</p>
<h3>Carbon dioxide pollution is increasing</h3>
<p>A decade ago, the world agreed <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/general-news-81dabae32cb8463b86bd85d762da9e6d" rel="nofollow noopener" data-gtm-enhancement-style="LinkEnhancementA" target="_blank">in a historic pact known as the Paris agreement</a></span> to try to limit human-caused warming to 1.5 degrees Celsius (2.7 degrees Fahrenheit) since pre-industrial times. The goal: to stave off nastier heat waves, wildfires, storms, and droughts.</p>
<p>In a 2021 book, <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/entertainment-bill-gates-climate-climate-change-book-reviews-78b9a30c342761834dff12b814ae110d" rel="nofollow noopener" data-gtm-enhancement-style="LinkEnhancementA" target="_blank">Gates laid out a plan for reducing emissions</a></span> to avoid a climate disaster. But humans are on track to release so much greenhouse gas by early 2028 that scientists say <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/climate-change-threshold-15-degrees-sea-level-2727e81c4d7f57062ab9b1637a0b4ddf" rel="nofollow noopener" data-gtm-enhancement-style="LinkEnhancementA" target="_blank">crossing that 1.5-degree threshold</a></span> is now nearly unavoidable.</p>
<p>Breakthrough Energy focuses on areas where the cost of doing something cleanly is much higher than the polluting way, such as making clean steel and cement. Gates concluded his memo by saying governments should work toward driving this difference to zero, and be rigorous about measuring the impact of every effort in the world’s climate agenda.</p>
<h3>Gates is optimistic innovation will curb climate change</h3>
<p>Gates said the pace of innovation in clean energy has been faster than he expected, allowing cheap solar and wind energy to replace coal, oil, and natural gas plants for electricity and averting worst-case warming scenarios. <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/climate-artificial-intelligence-efficiency-buildings-evs-7a58879c9ce1b93bd5d6553f900cdf3c" rel="nofollow noopener" data-gtm-enhancement-style="LinkEnhancementA" target="_blank">Artificial intelligence is helping accelerate</a></span> advances in clean energy technologies, he added.</p>
<p>At the same time, money to help developing countries adapt to climate change is shrinking. <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/trump-foreign-aid-pocket-rescission-374c63e6b4004e819a657e33b76f502e" rel="nofollow noopener" data-gtm-enhancement-style="LinkEnhancementA" target="_blank">Led by the United States</a></span>, rich countries are cutting their foreign aid budgets. President Donald Trump has called climate change a hoax.</p>
<p>Gates criticized the aid cuts. He said Gavi, a public-private partnership started by his philanthropic foundation that buys vaccines, will have 25% less money for the next five years compared to the past five years. Gavi can save a life for a little more than $1,000, he added.</p>
<p>Vaccines become even more important in a warming world because children who aren’t dying of measles or whooping cough will be more likely to survive when a heat wave hits or a drought threatens the local food supply, he wrote.</p>
<p>Health and prosperity are the best defense against climate change, Gates said, citing <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://impactlab.org/research/valuing-the-global-mortality-consequences-of-climate-change-accounting-for-adaptation-costs-and-benefits/" target="_blank" rel="nofollow noopener" data-gtm-enhancement-style="LinkEnhancementA">research from the University of Chicago Climate Impact Lab</a></span> that found projected deaths from climate change fall by more than 50% when accounting for the expected economic growth over the rest of this century.</p>
<p>Under these circumstances, he thinks the bar must be “very high” for what’s funded with aid money.</p>
<p>“If you have something that gets rid of 10,000 tons of emissions, that you’re spending several million dollars on,” he said, “that just doesn’t make the cut.”</p>

										<content:encoded><![CDATA[<p>Portland Trail Blazers head coach <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/trail-blazers-chauncey-billups-57c920d0fcace5dbce25cd474468cd40" target="_blank" rel="nofollow noopener" data-gtm-enhancement-style="LinkEnhancementA">Chauncey Billups</a></span> and Miami Heat guard <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/hub/terry-rozier" target="_blank" rel="nofollow noopener" data-gtm-enhancement-style="LinkEnhancementA">Terry Rozier</a></span> are among more than 30 people charged in connection with schemes involving illegal sports betting and rigged poker games backed by the Mafia, authorities said on Thursday.</p>
<p>Rozier is accused of participating in an illegal sports betting scheme using private insider NBA information, officials said. Billups is charged in a separate indictment alleging a wide-ranging scheme to rig underground poker games that were backed by Mafia families, authorities said.</p>
<p>The indictments are related to two major cases, one involving sports betting and the second involving rigged poker games, U.S. Attorney Joseph Nocella Jr. said at a news conference with FBI Director Kash Patel. In the first case, six defendants are accused of participating in an insider sports betting conspiracy that exploited confidential information about NBA athletes and teams, Nocella said. He called it “one of the most brazen sports corruption schemes since online sports betting became widely legalized in the United States.”</p>
<p>The second case involves 31 defendants in a nationwide scheme to rig illegal poker games, Nocella said. The defendants include former professional athletes accused of using technology to steal millions of dollars from victims in underground poker games in the New York area that were backed by Mafia families, he said.</p>
<p>In the sports betting scheme, players sometimes altered their performance or took themselves out of games early, New York Police Commissioner Jessica Tisch said. In one instance, Rozier, while playing for the Hornets, told others he was planning to leave the game early with a “supposed injury,” allowing others to place wagers that raked in thousands of dollars, Tisch said.</p>
<p>The indictment of Rozier and others claimed there are nine unnamed co-conspirators, including a Florida resident who was an NBA player and an Oregon resident who was an NBA player from about 1997 to 2014, and an NBA coach since at least 2021, as well as a relative of Rozier.</p>
<p>Rozier and other defendants “had access to private information known by NBA players or NBA coaches” that was likely to affect the outcome of games or players’ performances and provided that information to other co-conspirators in exchange for either a flat fee or a share of betting profits, the indictment says.</p>
<p>The NBA had no immediate comment. The league has investigated Rozier previously and is still looking into the actions of former Detroit player Malik Beasley, one of the sources told the AP.</p>
<p>Rozier was in uniform as <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/heat-magic-score-0c4b69ecf699348bd90f91def98538e0" target="_blank" rel="nofollow noopener" data-gtm-enhancement-style="LinkEnhancementA">the Heat played the Magic</a></span> in Orlando, Florida, in the season opener for both teams on Wednesday evening, though he did not play in the game. He was taken into custody in Orlando early Thursday morning. The team didn’t immediately comment on the arrest.</p>
<p>A message was left with Rozier’s lawyer, Jim Trusty, on Thursday. Trusty previously told ESPN that Rozier was told that an initial investigation determined he did nothing wrong after he met with NBA and FBI officials in 2023, the sports network reported.</p>
<p>A message seeking comment was left with Billups on Thursday morning.</p>
<p>The case was brought by the U.S. attorney’s office in Brooklyn that previously prosecuted ex-NBA player Jontay Porter. The former Toronto Raptors center <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/nba-jontay-porter-banned-criminal-case-betting-b26d6a136baafdf8e538be260338bb28" target="_blank" rel="nofollow noopener" data-gtm-enhancement-style="LinkEnhancementA">pleaded guilty</a></span> to charges that he withdrew early from games, claiming illness or injury, so that those in the know could win big by betting on him to underperform expectations.</p>
<p>Billups was inducted into the Basketball Hall of Fame last year. The five-time All-Star and three-time All-NBA point guard led the Detroit Pistons to their third league title in 2004 as NBA Finals MVP. Boston drafted the former Colorado star with the No. 3 pick overall in 1997. The player known as Mr. Big Shot also played for Toronto, Denver, Minnesota, the New York Knicks, and the Los Angeles Clippers. Billups won the Joe Dumars Trophy, the NBA’s sportsmanship award, in 2009 while playing for his hometown Denver Nuggets.</p>
<p>The 49-year-old Billups is in his fifth season as Portland’s coach, compiling a 117-212 record. The Trail Blazers opened the season Wednesday night at home with <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/timberwolves-trail-blazers-score-5e983f9ad18e0c685ef0b64ce08a0857" target="_blank" rel="nofollow noopener" data-gtm-enhancement-style="LinkEnhancementA">a 118-114 loss to Minnesota</a></span>.</p>
<p>A game involving Rozier that has been in question was played on March 23, 2023, a matchup between the Hornets and the New Orleans Pelicans. Rozier played the first 9 minutes and 36 seconds of that game — and not only did he not return that night, citing a foot issue, but he did not play again that season. Charlotte had eight games remaining and was not in playoff contention, so it did not seem particularly unusual that Rozier was shut down for the season’s final games.</p>
<p>In that March 23 game, Rozier finished with five points, four rebounds, and two assists in that opening period — a productive quarter but well below his usual total output for a full game.</p>
<p>Posts still online from March 23, 2023, show that some bettors were furious with sportsbooks that evening when it became evident that Rozier was not going to return to the Charlotte-New Orleans game after the first quarter, with many turning to social media to say that something “shady” had gone on regarding the prop bets involving his stats for that night.</p>
<p>A prop is a type of wager that allows gamblers to bet on whether a player will exceed a certain statistical number, such as whether the player will finish over or under a certain total of points, rebounds, assists, and more.</p>

<p>The museum’s staff asked dozens of visitors who were queuing in front of the glass pyramid entrance to leave. In a message posted on social media, the Louvre said visitors who have booked tickets will be refunded. It did not provide additional details.</p>
<p>On Sunday, thieves rode <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/video/police-outside-the-louvre-museum-after-theft-8abcc540ef4640789c03ae9e54f7e6a0" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">a basket lift up the Louvre’s facade</a></span>, forced a window, smashed display cases and fled with priceless Napoleonic jewels, officials said. The theft occurred about 30 minutes after the museum opened, with visitors already inside, and was among the highest-profile museum thefts in living memory.</p>
<p>It unfolded just 250 meters (270 yards) from <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/mona-lisa-paint-recipe-leonardo-louvre-2b82601ad75f8514754966d74e95a211" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">the Mona Lisa</a></span>, in what Culture Minister Rachida Dati described as a professional operation that lasted just a few minutes.</p>
<p>French Justice Minister Gerald Darmanin acknowledged security failures on Monday.</p>
<p>“One can wonder about the fact that, for example, the windows hadn’t been secured, about the fact that a basket lift was on a public road,” he said on France Inter radio. “Having (previously) been interior minister, I know that we cannot completely secure all places, but what is certain is that we have failed.”</p>
<p>Interior Minister Laurent Nunez ordered prefects across France to immediately reassess security measures protecting museums and other cultural sites and enhance them if needed.</p>
<p>Culture Minister Rachida Dati said investigators are working on evidence found at the scene.</p>
<p>“We did find motorcycles and they have a license plate,” Dati said on news broadcaster CNews. “I also want to pay tribute to the security officers who prevented the basket lift from being set on fire. One of the criminals tried to set it on fire, but they forced him to flee. This allowed us to recover evidence at the scene.”</p>
<p>Officials said the heist lasted less than eight minutes in total, including less than four minutes inside the Louvre. “They went straight to the display windows, they knew exactly what they wanted. They were very efficient.” Dati said.</p>
<p>Dati stressed that a decade-long “Louvre New Renaissance” plan that <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/paris-louvre-museum-renovation-64c83759247406323def9e54bb4890c9" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">was launched earlier this year</a></span> includes security improvements.</p>
<p>“When the Louvre Museum was designed, it was not meant to accommodate 10 million visitors,” she said.</p>
<p>The 700-million-euro ($760-million) plan is intended to modernize infrastructure, ease crowding and give the Mona Lisa a dedicated gallery by 2031.</p>
<p>Sunday’s theft focused on the gilded Apollo Gallery, where the Crown Diamonds are displayed. Alarms brought Louvre agents to the room, forcing the intruders to bolt, but the robbery was already over.</p>
<p>A worker in the Louvre filmed a person in the Apollo Gallery on Sunday morning wearing a yellow jacket and standing by a glass encasing, according to video viewed and verified by BFM television. It is unclear whether the person is one of the suspects.</p>
<p>Eight objects were taken, according to officials: a sapphire diadem, necklace and single earring from a matching set linked to 19th-century French queens Marie-Amélie and Hortense; an emerald necklace and earrings from the matching set of Empress Marie-Louise, Napoleon Bonaparte’s second wife; a reliquary brooch; and Empress Eugénie’s diadem and her large corsage-bow brooch, a prized 19th-century imperial ensemble.</p>
<p>One object, the emerald-set imperial crown of Napoleon III’s wife, Empress Eugénie, containing more than 1,300 diamonds, was later found outside the museum, French authorities said.</p>

										<content:encoded><![CDATA[<p>As dawn broke over San Juan Island, a team of scientists stood on the deck of a barge and unspooled over a mile of fiber-optic cable into the frigid waters of the Salish Sea. Working by headlamp, they fed the line from the rocky shore down to the seafloor — home to <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/orca-killer-whale-endangered-carry-dead-calf-db10afe929a32acc307866175e70661d" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">the region’s orcas</a>.</span></p>
<p>The bet is that the same hair-thin strands that carry internet signals can be transformed into a continuous underwater microphone to capture the <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/whales-song-ocean-voice-box-humpback-baleen-afc3b4c42606c09782bc8e77e46d1923" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">clicks, calls and whistles of passing whales</a></span> — information that could reveal how they respond to ship traffic, food scarcity and <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/hub/climate-change" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">climate change</a></span>. If the experiment works, the thousands of miles of fiber-optic cables that already crisscross the ocean floor could be turned into a vast listening network that could inform conservation efforts worldwide.</p>
<p>The technology, called Distributed Acoustic Sensing, or DAS, was developed to monitor pipelines and detect infrastructure problems. Now <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://depts.washington.edu/uwb/revolutionizing-marine-conservation/" target="_blank" rel="noopener" data-gtm-enhancement-style="LinkEnhancementA">University of Washington</a></span> scientists are adapting it to listen to the ocean. Unlike traditional hydrophones that listen from a single spot, DAS turns the entire cable into a sensor, allowing it to pinpoint the exact location of an animal and determine the direction it’s heading.</p>
<p>“We can imagine that we have thousands of hydrophones along the cable recording data continuously,” said Shima Abadi, professor at the University of Washington Bothell School of STEM and the University of Washington School of Oceanography. “We can know where the animals are and learn about their migration patterns much better than hydrophones.”</p>
<p>The researchers have already proven the technology works with large baleen whales. In <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://oceanobservatories.org/regional-cabled-array/" target="_blank" rel="noopener" data-gtm-enhancement-style="LinkEnhancementA">a test off the Oregon coast</a></span>, they recorded the low-frequency rumblings of fin whales and blue whales using existing telecommunications cables.</p>
<p>But orcas present a bigger challenge: Their clicks and calls operate at high frequencies at which the technology hasn’t yet been tested.</p>
<h2>Fighting for survival</h2>
<p>The stakes are high. The Southern Resident orcas that frequent the Salish Sea are endangered, with a population hovering around 75. The whales face a triple threat: underwater noise pollution, toxic contaminants and food scarcity.</p>
<p>“We have an endangered killer whale trying to eat an endangered salmon species,” said Scott Veirs, president of Beam Reach Marine Science and Sustainability, an organization that develops open-source acoustic systems for whale conservation.</p>
<p>The <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/science-salmon-fish-washington-british-columbia-f7d99661cb17233c03717f40490cdd7d" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">Chinook salmon</a></span> that orcas depend on have declined dramatically. Since the Pacific Salmon Commission began tracking numbers in 1984, <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://www.epa.gov/salish-sea/chinook-salmon" target="_blank" rel="noopener" data-gtm-enhancement-style="LinkEnhancementA">populations have dropped 60%</a></span> due to habitat loss, overfishing, dams and climate change.</p>
<p>Orcas use echolocation – rapid clicks that bounce off objects – to find salmon in murky water. Ship noise <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/canada-business-british-columbia-washington-4c6eeb009b39559079f90ce11e777336" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">can mask those clicks</a></span>, making it difficult for them to hunt.</p>
<p>If DAS works as hoped, it could give conservationists real-time information to protect the whales. For instance, if the system detects orcas heading south toward Seattle and calculates their travel speed, scientists could alert Washington State Ferries to postpone noisy activities or to slow down until the whales pass.</p>
<p>“It will for sure help with dynamic management and long-term policy that will have real benefits for the whales,” Veirs said.</p>
<p>The technology would also answer basic questions about orca behavior that have eluded scientists, such as determining whether their communication changes when they’re in different behavioral states and how they hunt together. It could even enable researchers to identify which sound is coming from a particular whale — a kind of voice recognition for orcas.</p>
<h3>Beyond the Salish Sea</h3>
<p>The implications extend far beyond the Salish Sea. With some 870,000 miles (1.4 million kilometers) of fiber-optic cables already installed underwater globally, the infrastructure for ocean monitoring largely exists. It just needs to be tapped.</p>
<p>“One of the most important challenges for managing wildlife, conserving biodiversity and combating climate change is that there’s just a lack of data overall,” said Yuta Masuda, director of science at Allen Family Philanthropies, which helped fund the project.</p>
<p>The timing is critical. The <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/high-seas-treaty-marine-diversity-15061c0624d8e472603401b479870904" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">High Seas Treaty</a></span> enters into force in January, which will allow for new marine protected areas in international waters. But scientists still don’t understand how human activities affect most ocean species or where protections are most needed. A dataset as vast as the one the global web of submarine cables could provide might help determine which areas should be prioritized for protection.</p>
<p>“We think this has a lot of promise to fill in those key data gaps,” Masuda said.</p>
<p>Back on the barge, the team faced a delicate task: fusing two fibers together above the rolling swell. They struggled to align the strands in a fusion splicer, a device that precisely positions the fiber ends before melting them together with an electric current. The boat rocked. They steadied their hands and tried again, and again. Finally, the weld held.</p>
<p>Data soon began flowing to a computer on shore, appearing as waterfall plots — cascading visualizations that show sound frequencies over time. Nearby, cameras trained on the water stood ready so that if a vocalization was detected, researchers could link a behavior with a specific call.</p>
<p>All that was left was to sit and wait for orcas.</p>

<p>Band members took on the personas of comic book-style characters — Frehley was known as “Space Ace” and the “Spaceman.”</p>
<p>The band was extremely popular, especially in the mid-1970s, selling tens of millions of albums and licensing its iconic look to sell numerous products.</p>
<p>Frehley and his band mates were inducted into the Rock and Roll Hall of Fame in 2014.</p>
<p>Frehley’s is the first death among the four founding members, a group that also includes singer-guitarist Paul Stanley, bassist Gene Simmons and drummer Peter Criss.</p>

Earlier this year, the Virginia native celebrated the 30th anniversary of <a href="https://apnews.com/article/dangelo-brown-sugar-00000199a192dce9abdfe9b63dab0000" target="_blank" rel="noopener">his debut studio album “Brown Sugar,”</a> a platinum-selling offering that produced signature <a href="https://apnews.com/article/tony-toni-tone-reunion-fa510a0f03b219377b865f20b55e41ed" target="_blank" rel="noopener">hits like “Lady”</a> and the title track. The 1995 album earned him multiple Grammy nominations and cemented him as one of R&amp;B’s most original new voices.</p>
<p>D’Angelo’s sultry vocal style — a mix of raspy texture and church-bred fluidity — set him apart from his peers. That voice became inseparable from the striking visuals of his 2000 single “Untitled (How Does It Feel).” The minimalist, shirtless music video became a cultural touchstone, igniting conversations around artistry, sexuality and vulnerability in Black male representation. The song earned him a Grammy for best male R&amp;B vocal performance and propelled his <a href="https://apnews.com/article/dangelo-voodoo-music-review--00000199a19cdce9abdfe9bcb6210000" target="_blank" rel="noopener">sophomore album “Voodoo.”</a> topping the Billboard 200 chart and winning the Grammy for best R&amp;B album.</p>
<p>“I remember hearing your music for the first time… I said to myself damn whoever this is they are anointed,&#8221; Jaime Foxx said on social media. “Then when I finally got a chance to see you… Like everyone when they saw the most incredible music video of our time… I was blown away… I thought to myself I have to see this person in concert… I had my chance to see you at the house of blues… You came out and got right down to business… Your voice was silky and flawless… I was graciously envious of your style and your swag…”</p>
<p>Beyond his own catalog, D’Angelo’s artistry shined in collaborations. He memorably duetted with Lauryn Hill on the soulful ballad “Nothing Even Matters,” a highlight of her landmark <a href="https://apnews.com/article/lauryn-hill-apple-music-best-albums-cc143b9c93a8ec5dd451b8a990b12564" target="_blank" rel="noopener">1998 album “The Miseducation of Lauryn Hill.”</a> He also contributed to The Roots’ 1996 album “Illadelph Halflife” and was part of the supergroup Black Men United, which yielded one song: “U Will Know,” which D’Angelo wrote and co-produced, for the film “Jason’s Lyric” in 1994.</p>
<p>Years before stepping back from public view, D&#8217;Angelo&#8217;s life and music were closely intertwined with Grammy-nominated R&amp;B singer Angie Stone in the ’90s. The pair met while he was finishing “Brown Sugar” and bonded over their shared Southern roots and deep church upbringing. Stone contributed to the album and later collaborated with him on “Everyday,” a song from her 1999 debut album, “Black Diamond.”</p>
<p>Stone once described D’Angelo as her “musical soul mate,” to The Associated Press in 1999, adding that their working relationship was “’like milk and cereal …. Musically, it was magic. It’s something that I have not been able to do with any other producer or musician.” They had a son together, the artist Swayvo Twain, born Michael Archer Jr.</p>
<p>Stone <a href="https://apnews.com/article/angie-stone-car-crash-singer-41a7094f6d3aaa224902497f17e0204d" target="_blank" rel="noopener">died earlier this year</a> in a car crash. She was 63.</p>

<p>D’Angelo also has a daughter, Imani Archer, who is also a music artist.</p>
<p>In the years that followed, D’Angelo&#8217;s life became as defined by absence as by acclaim. After “Voodoo,” he withdrew from the spotlight for more than a decade, fueling speculation about personal struggles and creative battles. His long-awaited return came in 2014 with “Black Messiah,” credited to D’Angelo and The Vanguard. The urgent and politically charged album that arrived amid nationwide protests and helped usher in a wave of activist music responding to police killings of Black Americans and the rise of the Black Lives Matter movement.</p>
<p>The album debuted at No. 5 on the Billboard 200 chart and won him a Grammy for best R&amp;B album, reaffirming his stature as a generational voice. Its standout single, “Really Love,” earned him another Grammy for best R&amp;B song and earned a nomination for record of the year.</p>

<p>Crowds that have gathered daily and nightly outside the immigration facility in Oregon’s largest city in recent days have embraced the absurd, donning inflatable frog, unicorn, axolotl and banana costumes as they face off with federal law enforcement who often deploy tear gas and pepper balls.</p>
<p>The bike ride is an annual tradition that usually happens in the summer, but organizers of this weekend’s hastily called event said another nude ride was necessary to speak out against President Donald Trump’s <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/memphis-immigration-chicago-portland-trump-7bc889b6302b8feb9ef5217a8f190428" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">attempts to mobilize the National Guard</a></span> to quell protests.</p>
<p>Rider Janene King called the nude ride a “quintessentially Portland way to protest.”</p>
<p>The 51-year-old was naked except for wool socks, a wig and a hat. She sipped hot tea and said she was unbothered by the steady rain and temperatures in the mid-50s (about 12 Celsius).</p>
<p>“We definitely do not want troops coming into our city,” King said.</p>
<p>Bike riders made their way through the streets and to the city’s U.S. Immigration and Customs Enforcement building. Authorities there ordered people to stay out of the street and protest only on sidewalks or risk being arrested.</p>
<p>The city is awaiting the ruling of an appeals court panel on whether Trump can send out the federalized troops after a federal judge on Oct. 5 <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/deployment-trump-portland-national-guard-lawsuit-8a0323d49b708ebf905527f897352832" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">ordered a temporary hold</a></span> on deployment.</p>
<p>“Joy is a form of protest. Being together with mutual respect and kindness is a form of protest,” the ride’s organizers said on Instagram. “It’s your choice how much or little you wear.”</p>
<p>Fewer people were fully naked than usual — likely because of the cool, wet weather — but some still bared it all and rode wearing only bike helmets.</p>
<p>Naked bike rides have thronged the streets of Oregon’s largest city every year since 2004, often holding up traffic as the crowd cycles through with speakers playing music. Some years have drawn roughly 10,000 riders, according to Portland World Naked Bike Ride.</p>

										<content:encoded><![CDATA[<p>Israel and Hamas agreed Wednesday to pause fighting in Gaza so that the remaining hostages there can be freed in the coming days in exchange for Palestinian prisoners, <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/gaza-israel-palestinians-hamas-war-explainer-d5c5057d2fe9e2e255215850b454f601" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">accepting elements of a plan put forward by the Trump administration</a></span> that would represent the biggest breakthrough in months in the devastating two-year-old war.</p>
<p>“This means that ALL of the Hostages will be released very soon, and Israel will withdraw their Troops to an agreed upon line as the first steps toward a Strong, Durable, and Everlasting Peace,” President Donald Trump wrote on social media in trumpeting the agreement. “All Parties will be treated fairly!”</p>
<p>Israel and Hamas separately confirmed the contours of their deal, which drew celebratory gatherings from hostage families in Tel Aviv and cautious optimism from some in Gaza. Hamas intends to release all 20 living hostages in a matter of days, while the Israeli military will begin a withdrawal from the majority of Gaza, people familiar with the matter told The Associated Press on condition of anonymity to discuss details of an agreement that has not fully been made public.</p>
<p>Uncertainty remains about some of the thornier aspects of Trump’s proposal — such as whether and how Hamas will disarm, and who will govern Gaza — but the sides appear closer than they have been in several months to ending a war that has killed tens of thousands of Palestinians, destroyed most of Gaza and triggered other armed conflicts across the Middle East. The war, <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/israel-palestinians-hamas-war-news-hostages-2-years-10-07-2025-6f19cb2eee5e05091c74f0e6f1bc356a" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">which began with Hamas’ deadly attack on Israel on Oct. 7, 2023,</a></span> has sparked worldwide protests and brought allegations of genocide that Israel denies.</p>
<p>Israel is more isolated than it has been in decades and Israelis have been bitterly divided over the failure to return the hostages. Palestinians’ dream of an independent state, meanwhile, appears more remote than ever despite recent moves by major Western countries to recognize one. With the outlook bleak as the war’s two-year anniversary approached, the Trump administration put forward a plan last month that it hoped would result in a permanent end to the war and bring about a sustainable peace in the region.</p>
<p>Talks to hammer out a deal have been underway in Egypt since the start of the week, and by the end of the third day of negotiations, a breakthrough emerged.</p>
<p>“With God’s help we will bring them all home,” Israeli Prime Minister Benjamin Netanyahu proclaimed on social media shortly after Trump announced an agreement on the first phase of his plan was at hand. Netanyahu said he would convene the government on Thursday to approve the deal.</p>
<p>For its part, Hamas called on Trump and the mediators to ensure that Israel implements “without disavowal or delay” a deal that it said would require the withdrawal of Israeli troops from Gaza, the entry of aid into the territory and the exchange of prisoners for hostages.</p>
<p>It was unclear from Trump’s statement how much progress has been made on the most divisive aspects of his plan, such as Hamas’ potential disarmament — a demand Israel has insisted upon but the militant group has repeatedly refused. Hamas has long said it will not release the remaining hostages without a lasting ceasefire and guarantees the war would not resume after they are freed.</p>
<h2>Trump’s peace plan</h2>
<p>The Trump plan called for an immediate ceasefire and release of the 48 hostages that militants in Gaza still hold from their attack on Israel two years ago. Some 1,200 people were killed by Hamas-led militants, and 251 were taken hostage. Around 20 of the hostages are believed to still be alive.</p>
<p>In an interview on Fox News, Trump said Hamas will begin releasing hostages “probably” on Monday.</p>
<p>“This is more than Gaza,” he said. “This is peace in the Middle East.”</p>
<p>Officials have expressed concerns over how long it may take Hamas and other Palestinian militant groups holding Israelis to locate and return the remains of those believed to be dead, as required under the agreement.</p>
<p>Under the plan conceived by Trump, Israel would maintain an open-ended military presence inside Gaza, along its border with Israel. An international force, comprised largely of troops from Arab and Muslim countries, would be responsible for security inside Gaza. The U.S. would lead a massive internationally funded reconstruction effort in Gaza.</p>
<p>The plan also envisions an eventual role for the Palestinian Authority — something Netanyahu opposes. But it requires the authority, which administers parts of the West Bank, to undergo a sweeping reform program that could take years to implement.</p>
<p>The Trump plan is even more vague about a future Palestinian state, which Netanyahu firmly rejects.</p>
<p>Even as many details of Trump’s full plan have yet to be agreed to by both sides, some Palestinians and Israelis expressed happiness and relief at the significant progress that had been made.</p>
<p>“It’s a huge day, huge joy,” Ahmed Sheheiber, a Palestinian displaced man from northern Gaza, said of the ceasefire deal.</p>
<p>Crying over the phone from his shelter in Gaza City, he said he was waiting “impatiently” for the ceasefire to go into effect to return to his home in the Jabaliya refugee camp.</p>
<p>Joyful hostage families and their supporters began spilling into the central Tel Aviv square that has become the main gathering point in the struggle to free the captives. Some popped open a bottle of Champagne and cheered. Crying tears of joy, families hugged released hostages as the square continued to fill with Israelis.</p>
<p>Einav Zangauker, the mother of Israeli captive Matan Zangauker and a prominent advocate for hostages’ freedom, told reporters that she wants to tell her son she loves him.</p>
<p>“I want to smell his smell,” she said. “If I have one dream, it is seeing Matan sleep in his own bed.”</p>
<h3>Hints of progress</h3>
<p>The arrival of Trump’s Middle East envoy, Steve Witkoff, and the president’s son-in-law, Jared Kushner, on Wednesday at Sharm el-Sheikh for the peace talks, which were also attended by Qatar’s prime minister, Sheikh Mohammed bin Abdulrahman Al Thani, was a sign that negotiators aimed to dive deeply into the toughest issues of the <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/gaza-israel-palestinians-hamas-war-explainer-d5c5057d2fe9e2e255215850b454f601" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">American plan</a></span> to end the war. Netanyahu’s top adviser, Ron Dermer, was also present for the talks.</p>
<p>Trump expressed optimism earlier in the day by saying that he was considering a trip to the Middle East within a matter of days.</p>
<p>Yet another hint of an emerging deal came later in that event when U.S. Secretary of State Marco Rubio <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/trump-rubio-note-middle-east-peace-f570658c65daefab6d0af9b29e851dd7" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">passed Trump a note</a></span> on White House stationery that read, “You need to approve a Truth Social post soon so you can announce deal first.” Truth Social is the president’s preferred social media platform.</p>
<p>The note prompted Trump to proclaim, “We’re very close to a deal in the Middle East.”</p>
<p>This would be the third ceasefire reached since the start of the war. The first, in November 2023, saw more than 100 hostages, mainly women and children, freed in exchange for Palestinian prisoners before it broke down. In the second, in January and February of this year, Palestinian militants released 25 Israeli hostages and the bodies of eight more in exchange for nearly 2,000 Palestinian prisoners. Israel <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/israel-palestinians-hamas-war-ceasefire-hostages-netanyahu-ff48f081b069e484955a72bc68261364" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">ended that ceasefire in March</a></span> with a surprise bombardment.</p>
<h3>Praying for a deal</h3>
<p>A growing number of experts, including those <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/video/un-commission-of-inquiry-accuses-israel-of-genocide-in-gaza-ap-explains-2688e01c38c144c3842e3d810ab14309" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">commissioned by a U.N. body</a></span>, have said that Israel’s offensive in Gaza amounts to genocide — an accusation Israel denies. More than 67,000 Palestinians have been killed in Gaza and nearly 170,000 wounded, according to Gaza’s Health Ministry.</p>
<p>The ministry, which doesn’t differentiate between civilians and combatants but says around half of the deaths were women and children, is part of the Hamas-run government. The United Nations and many independent experts consider its figures to be the most reliable estimate of wartime casualties.</p>
<p>In the Gaza Strip, where <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/video/before-and-after-videos-show-much-of-gaza-reduced-to-ruins-by-israeli-bombardment-and-offensive-097ebc3b1683486fbea2c4586194b8b3" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">much of the territory lies in ruins</a></span>, Palestinians have been desperate for a breakthrough. Thousands fleeing Israel’s latest ground offensive in northern Gaza and Gaza City have set up makeshift tents along the beach in the central part of the territory, sometimes using blankets for shelter.</p>
<p>Ayman Saber, a Palestinian from Khan Younis, reacted to the ceasefire announcement by saying he plans to return to his home city and try to rebuild his house, which was destroyed last year by an Israeli strike.</p>
<p>“I will rebuild the house, we will rebuild Gaza,” he said.</p>

<p>The unexpected news was met with shock around the world. Keaton was the kind of actor who helped make films iconic and timeless, from her “La-dee-da, la-dee-da” phrasing as Annie Hall, bedecked in that necktie, bowler hat, vest and khakis, to her heartbreaking turn as Kay Adams, the woman unfortunate enough to join the Corleone family.</p>
<p>Her star-making performances in the 1970s, many of which were in Woody Allen films, were not a flash in the pan either, and she would continue to charm new generations for decades thanks in part to a longstanding collaboration with filmmaker Nancy Meyers.</p>

<p>Humphreys County Sheriff Chris Davis said the blast at <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/national-national-general-news-74f5fed309004ddbb74fb59892fc30fb" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">Accurate Energetic Systems</a></span>, which supplies the military, was one of the worst scenes he’s ever seen. He said multiple people were killed but declined to say how many, referring to the 19 missing as “souls” because officials were still speaking to family.</p>
<p>“There’s nothing to describe. It’s gone,” Davis said of the plant.</p>
<p>The blast occurred about 7:45 a.m., Davis said, with aerial footage by <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://www.newschannel5.com/news/explosion-reported-at-accurate-energetic-systems-in-the-bucksnort-area" target="_blank" rel="noopener" data-gtm-enhancement-style="LinkEnhancementA">WTVF-TV</a></span> showing the smoldering hilltop facility and the burnt-out shells of vehicles.</p>
<p>People reported hearing and feeling the explosion from miles away. The company’s website says it makes and tests explosives at an eight-building facility that sprawls across wooded hills in the Bucksnort area, about 60 miles (97 kilometers) southwest of Nashville.</p>
<p>Davis said investigators are trying to determine what happened and couldn’t say what caused the explosion.</p>
<p>There’s no further danger of explosions, and the scene was under control Friday afternoon, according to Grey Collier, a spokesperson for the Humphreys County Emergency Management Agency.</p>
<p>Emergency crews were initially unable to enter the plant because of continuing detonations, Hickman County Advanced EMT David Stewart said by phone. He didn’t have any details on casualties.</p>
<p>Accurate Energetic Systems, based in nearby McEwen, did not immediately respond to a phone message seeking comment Friday morning.</p>
<p>“This is a tragedy for our community,” McEwen Mayor Brad Rachford said in an email. He referred further comment to a county official.</p>
<p>Residents in Lobelville, a 20-minute drive from the scene, said they felt their homes shake and some people captured the loud boom of the explosion on their home cameras.</p>
<p>The blast rattled Gentry Stover from his sleep.</p>
<p>“I thought the house had collapsed with me inside of it,” he said by phone. “I live very close to Accurate and I realized about 30 seconds after I woke up that it had to have been that.”</p>
<p>State Rep. Jody Barrett, a Republican from the neighboring town of Dickson, was worried about the possible economic impact because the plant is a key employer in the area.</p>
<p>“We live probably 15 miles as the crow flies and we absolutely heard it at the house,” Barrett said. “It sounded like something going through the roof of our house.”</p>

<p><span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/trump-doge-russell-vought-project-2025-f403174299933b7e3a3b6ebd779c146c" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">Russ Vought</a></span>, the director of the Office of Management and Budget, said on the social media site X that the “RIFs have begun,” referring to reduction-in-force plans aimed at reducing the size of the federal government.</p>
<p>A spokesperson for the budget office said the reductions are “substantial” but did not offer more immediate details.</p>
<p>The Education Department is among the agencies hit by new layoffs, a department spokesperson said Friday without providing more details. The department had about 4,100 employees when Trump took office in January, but its workforce was nearly halved amid mass layoffs in the Republican administration’s first months. At the start of the shutdown, it had about 2,500 employees.</p>
<p>Federal health workers were also being fired Friday, though a U.S. Department of Health and Human Services spokesman did not say how many or which agencies were being hit hardest. And an official for the American Federation of Government Employees, who is suing the Trump administration over the firings, said in a legal filing Friday that the Treasury Department is set to issue layoff notices to 1,300 employees.</p>
<p>Notices of firings have also taken place at the Cybersecurity and Infrastructure Security Agency, which leads federal efforts to reduce risk to the nation’s cyber and physical infrastructure, according to a person familiar with the actions who spoke anonymously because they were not authorized to discuss them.</p>
<p>The White House previewed that it would pursue the aggressive layoff tactic shortly before the government shutdown began on Oct. 1, telling all federal agencies to submit their reduction-in-force plans to the budget office for its review. It said reduction-in-force plans could apply to federal programs whose funding would lapse in a government shutdown, are otherwise not funded and are “not consistent with the President’s priorities.”</p>
<p>This goes far beyond what usually happens in a government shutdown, which is that federal workers are furloughed but restored to their jobs once the shutdown ends.</p>
<p>Democrats have tried to call the administration’s bluff, arguing the firings could be illegal, and seemed bolstered by the fact that the White House had yet to carry out the firings.</p>
<p>But President Donald Trump said earlier this week that he would soon have more information about how many <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/trump-government-shutdown-firings-layoffs-vought-1fd57313272ec4db5984f653b095be33" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">federal jobs</a></span> would be eliminated.</p>
<p>“I’ll be able to tell you that in four or five days if this keeps going on,” he said Tuesday in the Oval Office as <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/canada-trump-carney-white-house-59b735b719247c7063777c1edcb10328" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">he met with Canada’s prime minister</a></span>, Mark Carney. “If this keeps going on, it’ll be substantial, and a lot of those jobs will never come back.”</p>
<p>The AFGE, a labor union for federal employees, asked a federal judge Friday for a restraining order to halt the firings, calling the action an abuse of power designed to punish workers and pressure Congress.</p>
<p>“It is disgraceful that the Trump administration has used the government shutdown as an excuse to illegally fire thousands of workers who provide critical services to communities across the country,” said the president of the American Federation of Government Employees, Everett Kelley, in a statement.</p>
<p>Meanwhile, <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/house-speaker-johnson-government-shutdown-grijalva-526647b57faa2710382674646dfd2b37" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">the halls of the Capitol were quiet</a></span> on Friday, the 10th day of the shutdown, with both the House and the Senate out of Washington and both sides digging in for a protracted shutdown fight. Senate Republicans have tried repeatedly to cajole Democratic holdouts to vote for a stopgap bill to reopen the government, but Democrats have refused as they hold out for a firm commitment to extend health care benefits.</p>
<p>Some Republicans on Capitol Hill have suggested that Vought’s threats of mass layoffs have been unhelpful to bipartisan talks on the funding standoff.</p>
<p>The top Democrat on the Senate Appropriations Committee, Sen. Patty Murray of Washington, said in a statement that the “shutdown does not give Trump or Vought new, special powers” to lay off workers.</p>
<p>“This is nothing new, and no one should be intimidated by these crooks,” she added.</p>
<p>The top Senate Democrat, New York Sen. Chuck Schumer, said the blame for the layoffs rested with Trump.</p>
<p>“Let’s be blunt: nobody’s forcing Trump and Vought to do this,” Schumer said. “They don’t have to do it; they want to. They’re callously choosing to hurt people—the workers who protect our country, inspect our food, respond when disasters strike. This is deliberate chaos.”</p>
<p>Still, there was no sign that the top Democratic and Republican Senate leaders were even talking about a way to solve the impasse. Instead, Senate Majority Leader John Thune continued to try to peel away centrist Democrats who may be willing to cross party lines as the shutdown pain dragged on.</p>
<p>“It’s time for them to get a backbone,” Thune, a South Dakota Republican, said during a news conference.</p>
<p>The Partnership for Public Service, a nonpartisan organization that tracks federal service, says that more than 200,000 civil servants have left since the start of this administration in January due to earlier firings, retirements and deferred resignation offers.</p>
<p>“These unnecessary and misguided reductions in force will further hollow out our federal government, rob it of critical expertise and hobble its capacity to effectively serve the public,” said the organization’s president and CEO, Max Stier.</p>

<p><span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/new-orleans-jailbreak-derrick-groves-fugitive-escape-0a5e5e2ed88977287ad09252d6463925" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">Derrick Groves</a></span>, 28, was convicted of murder and facing a possible life sentence before the inmates escaped through a hole behind a toilet in a New Orleans jail. He had the most violent criminal record of the group and authorities offered a $50,000 reward for tips leading to his capture.</p>
<p>A SWAT team spent hours searching the house for Groves after obtaining a warrant, Deputy U.S. Marshal Brian Fair said.</p>
<p>“They couldn’t find him, they had to deploy gas multiple times into the house and basement,” Fair said. “Based on how long it took a seasoned, well-trained SWAT team to get him out, he had planned to hide for a while.”</p>
<p>A police dog eventually located him, Atlanta police Deputy Chief Kelley Collier said. In video provided by the department, Groves — shirtless, shoeless and shackled at his wrists and ankles — blew a kiss and grinned at the camera as he was led into a police car.</p>
<p>Louisiana Gov. Jeff Landry applauded law enforcement for putting all 10 escapees “back where they belong: BEHIND BARS,” in a post on X.</p>
<p>The tip that led to his capture came through New Orleans Crimestoppers, Fair said.</p>
<p>Several people appeared to be helping Groves and could face charges for aiding and abetting, Louisiana Attorney General Liz Murrill said at a press conference Wednesday, adding that Groves is scheduled to be in court in Georgia Thursday for a hearing on extradition.</p>
<p>The home’s garage door was collapsed inward Wednesday afternoon as police blocked off the scene. The brick house on a sloping lawn surrounded by trees is in a neighborhood beside Tyler Perry Studios, one of the nation’s largest movie production facilities. Inside the home, police also found a pistol and 15 pounds (6.8 kg) of marijuana, Murrill said.</p>
<p>Groves’ attorney, Peter Freiberg, said he had not yet spoken with his client and declined to comment. He was appointed to represent Groves by the Orleans Public Defender conflict panel.</p>
<p>“Literally all I know is the alert from the city of New Orleans saying he was arrested in Atlanta,” Freiberg said.</p>
<p>The other nine inmates were recaptured within six weeks of the May 16 breakout, most inside Orleans Parish city limits.</p>
<h2>Escapee’s mother reacts to his capture</h2>
<p>“I’m all messed up, I’m just trying to talk to him,” said Groves’ mother, Stephanie Groves, who spoke to The Associated Press after learning about the arrest online.</p>
<p>Fighting tears, she said she had urged her son to surrender peacefully and didn’t know why he went to Atlanta. She said her family had been followed and watched by law enforcement since the breakout.</p>
<p>“I’m just glad it’s over with,” she said. “Of course he was going to get caught.”</p>
<p>Groves had been convicted of second-degree murder in 2024 for opening fire on a family block party on Mardi Gras day, killing two people and injuring others. He faces life imprisonment without parole.</p>
<h3>The jailbreak in New Orleans</h3>
<p>Groves and the nine others yanked open a <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/jail-louisiana-escape-lock-2b2c8ae12a1e114823af8edf6467b911" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">faulty cell door</a></span>, squeezed through a hole behind a toilet, scaled a barbed-wire fence and vanished into the night. It was one of the largest jailbreaks in recent U.S. history.</p>
<p>Their absence wasn’t discovered until a morning headcount hours later. Inside the cell, investigators found an arrow drawn toward the hole and a taunting message: “To Easy LoL.”</p>
<p>Officials later blamed ineffective cell locks and said the lone guard monitoring them was getting food during the escape. But authorities insist the escape may have been an inside job.</p>
<p>A jail maintenance worker was arrested for allegedly helping them escape by turning off water to the toilet. His lawyer said he was simply unclogging it and was <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/new-orleans-jail-escape-inmates-0c233399f8cd5958885a19dca487c1c7" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">unaware of the plot</a></span>. Another former jail employee, identified as <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/new-orleans-jail-escape-derrick-groves-darriana-burton-f01b9549eabaa12ef85465cbae62b1c0" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">Groves’ girlfriend</a></span>, is accused of helping coordinate the breakout.</p>
<h3>Search for the fugitives</h3>
<p>Hundreds of officers scoured New Orleans, using phone records and hundreds of tips to quickly track down some of the men.</p>
<p>At least 16 people, many of them <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/new-orleans-jailbreak-aa0b181660d7a5b5284b8bf73a420d28" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">friends or relatives</a></span>, were arrested on felony charges of helping the fugitives before or after the jailbreak by providing food, cash, transport and shelter.</p>

Two others were caught in Texas after a <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/jail-louisiana-escape-new-orleans-vanburen-52a37e88b4a599c8dd4131ad791dc21e" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">high-speed car chase</a></span>. Antoine Massey, one of the last fugitives to be recaptured, allegedly <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/new-orleans-jail-fugitive-escape-antoine-massey-4a3b8632fb92bdd63d102a4186bc3dbe" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">posted photos and videos</a></span> on social media while on the run.</p>
<p>Orleans Parish Sheriff Susan Hutson, who has largely blamed the breakout on the lockup’s ailing infrastructure, has faced heavy criticism from state and local officials over her handling of the escape and management of the jail.</p>
<h3>Escapees face additional charges</h3>
<p>Many of the men were in jail awaiting sentences or trials over violent crimes, including murder. The nine other men pleaded not guilty to escape charges in July, appearing via video from Louisiana State Penitentiary.</p>
<p>“Everyone is entitled to due process,” Murrill said. “But there’s a video of these detainees running out of the jail in the middle of the night. They were not heading to court hearings.”</p>
<p>Orleans Parish District Attorney Jason Williams hailed the end of the search and said prosecutors “will pursue every available legal avenue” against Groves.</p>
<p>All 10 men are charged with simple escape, punishable by two to five years in prison, on top of their original counts.</p>
<p>Groves was booked into the Fulton County Jail in Atlanta on Wednesday afternoon. He’s charged with being a fugitive from justice, jail records show.</p>

<p>Uncertainty remains about some of the thornier aspects of the <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/gaza-israel-palestinians-hamas-war-explainer-d5c5057d2fe9e2e255215850b454f601" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">plan advanced by the administration of U.S. President Donald Trump</a></span> — such as whether and how Hamas will disarm, and who will govern Gaza. But the sides appear closer than they have been in months to ending a war that has killed tens of thousands of Palestinians, <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/video/before-and-after-videos-show-much-of-gaza-reduced-to-ruins-by-israeli-bombardment-and-offensive-097ebc3b1683486fbea2c4586194b8b3" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">reduced much of Gaza to rubble</a></span>, brought <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/gaza-famine-hunger-israel-ceasefire-a5f88e20db2a5c4f754117de9bdada69" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">famine to parts of the territory</a></span>, and triggered other conflicts across the Middle East.</p>
<p>The war, which began with <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/israel-palestinians-hamas-war-news-hostages-2-years-10-07-2025-6f19cb2eee5e05091c74f0e6f1bc356a" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">Hamas’ deadly attack</a></span> on Israel on Oct. 7, 2023, has also sparked worldwide protests and led to <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/video/un-commission-of-inquiry-accuses-israel-of-genocide-in-gaza-ap-explains-2688e01c38c144c3842e3d810ab14309" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">allegations of genocide</a></span> that Israel denies.</p>
<p>Even with the agreement expected to be signed in Egypt later in the day, Israeli strikes continued, with explosions seen Thursday in northern Gaza. There were no immediate reports of damage or casualties.</p>
<p>An Israeli military official who spoke on the condition of anonymity in line with military guidelines said that Israel was continuing to hit targets that posed a threat to its troops as they reposition.</p>
<p>In the southern Gaza city of Khan Younis, celebrations were relatively muted and often colored by grief.</p>
<p>“I am happy and unhappy. We have lost a lot of people and lost loved ones, friends and family. We lost our homes,” said Mohammad Al-Farra. “Despite our happiness, we cannot help but think of what is to come. &#8230; The areas we are going back to, or intending to return to, are uninhabitable.”</p>
<p>In Tel Aviv, <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/gaza-war-hostages-families-trump-4b3ba8bb55cf0e37739c9b1a57c10cf7" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">families of the remaining hostages</a></span> popped champagne and cried tears of joy after Trump announced on social media late Wednesday that “ALL of the Hostages will be released very soon, and Israel will withdraw their Troops to an agreed upon line.”</p>
<p>On Thursday, thousands of observant Jews streamed into Jerusalem’s Old City to mark the holiday of Sukkot, with extra rejoicing for the upcoming hostage release.</p>
<p>“We were screaming and singing last night,” said Hindel Berman, a New Jersey resident who came to Jerusalem for the holiday. “We never, never, never gave up hope.”</p>
<p>Under the terms, Hamas intends to release all 20 living hostages in a matter of days, while the Israeli military will begin a withdrawal from the majority of Gaza, people familiar with the matter told The Associated Press on condition of anonymity to discuss details of an agreement that has not fully been made public.</p>
<p>“With God’s help we will bring them all home,” Israeli Prime Minister Benjamin Netanyahu proclaimed on social media.</p>
<p>Netanyahu plans to convene his Security Cabinet late Thursday to approve the ceasefire, and the entire parliament will then meet to approve the release of Palestinian prisoners.</p>
<p>The deal will include a list of prisoners to be released and maps for the first phase of an Israeli withdrawal to new positions in Gaza, according to two Egyptian officials briefed on the talks, a Hamas official and another official.</p>
<p>Israel will publish the list of the prisoners — and victims of their attacks have 24 hours to lodge objections.</p>
<p>The withdrawal could start as soon as Thursday evening, said the officials, who spoke on condition of anonymity because they were not authorized to be publicly named speaking about the negotiations.</p>
<p>The hostage and prisoner releases are expected to begin Monday, the officials from Egypt and Hamas said, though the other official said they could occur as early as Sunday night.</p>
<p>Five border crossings would reopen, including the Rafah crossing between Gaza and Egypt, allowing 400 trucks in the initial days and increasing to 600 trucks after that, the Egyptian and Hamas officials said.</p>
<p>Trump is expected in the region in the coming days.</p>
<p>Far-right Israeli Finance Minister Bezalel Smotrich, who has opposed previous ceasefire deals, said he had “mixed emotions.”</p>
<p>While he welcomed the return of the hostages, he said he had “immense fear about the consequences of emptying the jails and releasing the next generation of terrorist leaders” and said that as soon as the hostages are returned, Israel must continue trying to eradicate Hamas and ensure Gaza is demilitarized.</p>
<p>Hamas, meanwhile, called on Trump and the mediators to ensure that Israel implements “without disavowal or delay” the troop withdrawal, the entry of aid into Gaza and the exchange of prisoners.</p>
<h2>Trump’s peace plan</h2>
<p>The Trump plan calls for an immediate ceasefire and release of the 48 hostages that militants in Gaza still hold from their attack on Israel two years ago. Some 1,200 people were killed by Hamas-led militants in that assault, and 251 were taken hostage. Israel believes around 20 of the hostages are still alive.</p>
<p>Under the plan, Israel would maintain an open-ended military presence inside Gaza, along its border with Israel. An international force, comprised largely of troops from Arab and Muslim countries, would be responsible for security inside Gaza. The U.S. would lead a massive internationally funded reconstruction effort in Gaza.</p>
<p>The plan also envisions an eventual role for the Palestinian Authority — something Netanyahu has long opposed. But it requires the authority, which administers parts of the West Bank, to undergo a sweeping reform program that could take years to implement.</p>
<p>The Trump plan is even more vague about a future Palestinian state, which Netanyahu firmly rejects.</p>
<p>More than 67,000 Palestinians have been killed in Gaza and nearly 170,000 wounded during the war, according to Gaza’s Health Ministry, which doesn’t differentiate between civilians and combatants but says around half of the deaths were women and children. The ministry is part of the Hamas-run government, and the United Nations and many independent experts consider its figures to be the most reliable estimate of wartime casualties.</p>
<h3>Relief at a deal</h3>
<p>Even with many details yet to be agreed, many expressed relief at the progress.</p>
<p>In Tel Aviv, joyful relatives of hostages and their supporters spilled into the central square that has become the main gathering point in the effort to free the captives.</p>
<p>Einav Zangauker, the mother of Israeli captive Matan Zangauker and a prominent advocate for the hostages’ release, told reporters that she wants to tell her son she loves him.</p>
<p>“If I have one dream, it is seeing Matan sleep in his own bed,” she said.</p>
<p>From the central Gaza city of Deir al-Balah, Alaa Abd Rabbo called the announcement “a godsend.”</p>
<p>“This is the day we have been waiting for,” said Abd Rabbo, who was originally from northern Gaza but was forced to move multiple times during the war. “We want to go home.”</p>
<p>This would be the third ceasefire since the start of the war. The previous two also saw hostages and prisoners exchanged. Israel <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/israel-palestinians-hamas-war-ceasefire-hostages-netanyahu-ff48f081b069e484955a72bc68261364" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">ended the most recent ceasefire, which started in January,</a></span> with a surprise bombardment in March.</p>
<p>Ayman Saber, a Palestinian from Khan Younis, said he plans to return to his home city and try to rebuild his house, which was destroyed last year by an Israeli strike.</p>
<p>“I will rebuild the house, we will rebuild Gaza,” he said.</p>

										<content:encoded><![CDATA[<p>A 29-year-old man charged with sparking one of the most destructive blazes in California history likely used a lighter to start a fire on New Year’s Day that smoldered underground and reignited almost a week later, killing 12 people in wealthy <a href="https://apnews.com/article/california-los-angeles-wildfires-eaton-palisides-urban-area-a162c86589b9102a85c510246539ab72" target="_blank" rel="noopener">Los Angeles-area neighborhoods</a>, authorities said Wednesday.</p>
<p>Federal law enforcement officials charged Jonathan Rinderknecht with lighting the Jan. 1 fire that was extinguished by fire crews only to <a href="https://apnews.com/article/california-wildfires-evacuation-alerts-69f10d320df14c6394fc2c646d1ff0ce" target="_blank" rel="noopener">flare up days later</a> during high winds, acting U.S. Attorney Bill Essayli said during a news conference.</p>

<p>Rinderknecht was arrested Tuesday in Florida and made his first court appearance Wednesday in Orlando on charges including malicious destruction by means of a fire, which carries a minimum sentence of five years in prison. Wearing shorts and a T-shirt while shackled at the ankles, he told a federal magistrate in a soft-spoken voice that he was not under the influence and did not have mental issues.</p>
<p>The judge set a hearing for Thursday to consider bond and extradition proceedings. Aisha Nash, the federal public defender assigned to represent Rinderknecht, did not respond to <em>Associated Press</em> requests for comment.</p>
<p>The Palisades Fire — one of two that broke out on Jan. 7, killing more than 30 people and <a href="https://apnews.com/world-news/california-los-angeles-area-wildfires-wildfires-general-news-domestic-news-0dfd72012e85c8c682a7a5dfa678274c" target="_blank" rel="noopener">destroying more than 17,000 homes and buildings</a> while burning for days in Los Angeles County — ripped through hillside neighborhoods in Pacific Palisades and Malibu, destroying mansions with spectacular views of the ocean and downtown LA.</p>
<h2 class="mb-0 pb-2 ap-font-bold">Suspect talked to authorities three weeks after the fire</h2>
<p>Investigators said Wednesday that Rinderknecht had been working as an Uber driver, and after dropping off a passenger in Pacific Palisades, he parked and walked up a trail. He then used his iPhone to take videos at a nearby hilltop area and listened to a rap song with a music video that shows objects being lit on fire, prosecutors said.</p>
<p>He fled the scene after starting the fire, but returned to the same trail to watch it burn, Essayli said.</p>
<p>“He left as soon as he saw the fire trucks were headed to the location. He turned around and went back up there. And he took some video and, and watched them fight the fire,” Essayli said.</p>
<p>Uber said in a statement that it worked with the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives to determine the driver’s whereabouts around the time of the fire.</p>
<p>Rinderknecht also made several 911 calls to report the fire, according to a criminal complaint.</p>
<p>During an interview Jan. 24, Rinderknecht told investigators where the fire began, information not yet public and that he would not have known if he hadn’t witnessed it, the complaint said.</p>
<p>He lied about his location, claiming he was near the bottom of the hiking trail, Essayli said.</p>
<p>The suspect was visibly anxious during that interview, according to the complaint. His efforts to call 911 and his question to ChatGPT about a cigarette lighting a fire indicated he “wanted to preserve evidence of himself trying to assist in the suppression of the fire and he wanted to create evidence regarding a more innocent explanation for the cause of the fire,” the complaint said.</p>
<h3 class="mb-0 pb-2 ap-font-bold">Investigators say they found a lighter</h3>
<p>Investigators determined the Jan. 1 fire was intentionally lit, likely by a lighter taken to vegetation or paper, according to the criminal complaint. They excluded other possibilities, including fireworks, lightning and power lines. Authorities also looked into whether a cigarette may have caused the fire, but concluded that was not the cause, the complaint says.</p>
<p>Investigators found a “barbecue-style” lighter inside the glove compartment of Rinderknecht&#8217;s car on Jan. 24. It appeared to be the same lighter as one that was in his apartment on Dec. 31, based on a photo on his phone. He admitted to bringing a lighter with him when he walked up the hill.</p>

<h3 class="mb-0 pb-2 ap-font-bold">Second LA fire remains under investigation</h3>
<p>Investigators still haven’t determined the cause of a second blaze called the Eaton Fire, which broke out the same day in the <a href="https://apnews.com/video/drone-footage-reveals-devastated-altadena-neighborhood-following-eaton-wildfire-f823a1f0beee4315b98c811c5f21eda5" target="_blank" rel="noopener">community of Altadena</a> and killed 19 people.</p>
<p>Both fires reduced block after block of entire neighborhoods to gray and black debris, destroying homes, schools, businesses and churches. While <a href="https://apnews.com/article/california-wildfires-los-angeles-rebuild-home-construction-00b7bb360581616c2e6415f32db13e45" target="_blank" rel="noopener">rebuilding is underway</a> in some neighborhoods, it will take years. Many homeowners will not be able to afford it, even those with <a href="https://apnews.com/article/california-wildfires-insurance-fair-plan-lawsuit-950c41726b47f58403a907d32ec5e742" target="_blank" rel="noopener">insurance</a>.</p>

<p>A judge in California has ruled that the deployment of 4,000 National Guard members — along with 700 Marines — in Los Angeles earlier this year <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/trump-california-national-guard-troops-08f8a71ca5834b8f32ce4c3ee944abca" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">violated federal law</a></span>. A judge in Oregon issued <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/national-guard-oregon-california-trump-newsom-3b8e12f8d2d39f195dda73dda31f1681" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">two temporary restraining orders</a></span> over the weekend blocking the administration from deploying federal troops to protect federal property in that state. Chicago and Illinois have <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/national-guard-portland-chicago-trump-a35549dc8d198b0270eaa95e5230ba94" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">sued in hopes of obtaining a similar order</a></span> there. National Guard troops from Texas <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/national-guard-chicago-portland-trump-5c8666818de9f18e9e26860aab814d17" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">have arrived in that state</a></span>.</p>
<p>Amid the rapid developments as the administration appeals, here’s a look at National Guard deployments, how they have been done before and the legality of Trump’s efforts to send troops into Democratic-led cities.</p>
<h2>What are the rules for presidents activating the National Guard?</h2>
<p>National Guard units are under the control of governors, who may activate them to respond to disasters such as <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/hurricane-helene-north-carolina-national-guard-7dd82ee953d8da9098996231f619cbce" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">hurricanes</a></span> or <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/north-america-donald-trump-us-news-ap-top-news-fires-2144d7d18c2144d09ce31eec69515441" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">wildfires</a></span> in their own or other states, unless they are called up by the president.</p>
<p><span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://uscode.house.gov/view.xhtml?req=granuleid:USC-prelim-title10-section12406&amp;num=0&amp;edition=prelim" target="_blank" rel="noopener" data-gtm-enhancement-style="LinkEnhancementA">Under federal law</a></span>, the president can take command of a state’s National Guard troops in limited circumstances: when the U.S. is being invaded or is in danger of invasion by a foreign nation; when there is a rebellion or danger of a rebellion against the United States; or when the president is “unable with the regular forces to execute the laws of the United States.”</p>
<p>Trump says those conditions are occurring in cities that he believes are overrun with crime and immigration protests. But his efforts in California and Oregon have been rejected by federal judges who believe he is overstepping his authority. A similar battle is brewing in Illinois, where the Democratic governor is adamantly opposed to having Guard troops deployed.</p>
<h3>How are the courts interpreting presidential authority over the Guard?</h3>
<p>A key issue in the lawsuits brought by states and cities seeking to block the deployment of National Guard troops in their communities is whether a president’s determination is final on whether there is a danger of rebellion, or that the laws can’t be executed with “regular forces.”</p>
<p>The law requires that the conditions actually exist, noted Brenner Fissell, a Villanova University law professor who is also vice president of the National Institute of Military Justice.</p>
<p>In the Los Angeles case, the 9th Circuit Court of Appeals has said that a president’s determination is entitled to “a great level deference” but that courts can review it to ensure it fits “within the realm of honest judgment.”</p>
<p>In Oregon, U.S. District Judge Karin Immergut temporarily blocked Trump’s deployment of the Guard, saying the facts on the ground — involving nightly protests typically numbering a couple dozen people, with occasional larger crowds and skirmishes — did not meet that test or warrant the federalization of 200 troops.</p>
<p>The administration’s lawyers have asserted that courts cannot second-guess the president’s determinations. The Portland protests have strained the resources of the U.S. Department of Homeland Security, requiring agents to be transferred there from other parts of the U.S. and to work 12-hour shifts seven days a week. That shows the department cannot protect federal property with “regular forces,” they argued.</p>
<p>But Fissell suggested the consequences would be dire if the president can call out the National Guard over the objections of state and city leaders in response to such small protests.</p>
<p>“If the president on his own, unreviewably, could determine when any of these prongs exist, then there is effectively no judicial protection against a military coup in this country,” Fissell said.</p>
<h3>How have presidents relied on the Guard before?</h3>
<p>Presidents assumed command of state National Guard units repeatedly during the Civil Rights Movement to enforce federal court orders when Southern governors openly refused to comply with them. That included in 1957, when President Dwight D. Eisenhower took control of the Arkansas National Guard and sent in the Army’s 101st Airborne Division to allow nine Black students to integrate Central High School in Little Rock.</p>
<p>In 1965, President Lyndon Johnson took control of the Alabama National Guard to ensure civil rights demonstrators could march from Selma to Montgomery after <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/selma-alabama-bloody-sunday-commemoration-civil-rights-99bfb53f36453948d850a84c57ab50a8" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">state troopers attacked them</a></span>. That was the last time a U.S. president deployed the National Guard against the wishes of a governor.</p>
<p>Presidents have also federalized the National Guard at the invitation of governors to quell unrest. Examples include when Michigan’s governor sought help controlling <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/north-america-us-news-ap-top-news-riots-mi-state-wire-03e8dc513bc34758813b7e2f8d3d3316" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">rioting in Detroit</a></span> that left dozens of people dead in 1967, and in 1992 when California’s governor asked President George H.W. Bush to help end riots over the acquittal of four white police officers <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/rodney-king-riots-national-guard-los-angeles-69114889118a85f8f29c4d76c076a45f" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">who severely beat Black motorist Rodney King</a></span>.</p>
<h3>Can National Guard troops enforce the law?</h3>
<p>Generally speaking, not when they fall under the command of the president. <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/posse-comitatus-act-trump-national-guard-california-0f9239e76a5abb2e2a1b74be284ea8f8" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">The Posse Comitatus Act</a></span>, which dates to 1878, is a criminal law that bars the use of the military for domestic policing.</p>
<p>U.S. District Judge Charles Breyer in California found last month that Trump’s use of the Guard in Los Angeles this summer violated that law. His ruling is on hold as the administration appeals.</p>
<p>The cities and states challenging the deployments say they are fully capable and willing to execute the laws on their own and don’t need federal interference. Civilian police — not military troops — are the ones trained in protecting First Amendment rights; in conducting arrests, traffic stops and crowd control; in de-escalation; and in using less-lethal force.</p>
<p>Posse Comitatus Act violations can be punished by up to two years in prison, but no such prosecution has ever been brought in U.S. history, said Syracuse University law professor William Banks, an expert in constitutional law and national security.</p>
<p>“The criminal law aspect of it is not the point,” Banks said. “The point is that it establishes a presumption that we just don’t want soldiers on the street.”</p>
<p>There is one major exception to the Posse Comitatus Act: The president can invoke the Insurrection Act, which allows him to deploy military forces inside the U.S. to suppress rebellion or to enforce the law. Presidents Eisenhower, Kennedy and Johnson used the Insurrection Act to take control of the Guard during the Civil Rights Movement, and Bush to quell the LA riots.</p>
<p>Trump has suggested <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://newsroom.ap.org/detail/TrumpsayshesopentoinvokingtheInsurrectionActifnecessary/d374093d6436410f993c2f10b140277a/video" target="_blank" rel="noopener" data-gtm-enhancement-style="LinkEnhancementA">he is open to invoking it</a></span>.</p>
<p>In that case, Banks said, “All brakes are off the administration. He can entirely militarize the city if he wanted to. He can tell everybody to stay in their houses.”</p>
<h3>What does the National Guard do?</h3>
<p><span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://www.nationalguard.mil/" target="_blank" rel="noopener" data-gtm-enhancement-style="LinkEnhancementA">The National Guard</a></span> has hundreds of thousands of part-time troops, many of whom are college students or have day jobs in their civilian life. They regularly drill one weekend a month, with an annual two-week training. They can be deployed overseas in support of combat or to conduct missions like building schools, or they can be sent out within the U.S. in response to disasters or civil unrest.</p>
<p>The Guard’s origins date back as far as 1636, when the first colonywide militia regiments in North America were organized in Massachusetts. The other colonies formed their own militias, which fought under Gen. George Washington during the Revolutionary War.</p>
<p>Because of the abuses of the British army, the framers of the Constitution opposed the idea of a standing army controlled by the president. The militias were kept under the control of the states, and Congress was given the responsibility of determining under what circumstances the president could call them into service.</p>

										<content:encoded><![CDATA[<p><a href="https://apnews.com/hub/donald-trump" target="_blank" rel="noopener">President Donald Trump&#8217;s</a> administration warned on Tuesday of no guaranteed back pay for federal workers during <a href="https://apnews.com/article/shutdown-health-care-subsidies-obamacare-congress-10b2ae9648bc5252fc2bd485ddc83493" target="_blank" rel="noopener">a government shutdown</a>, reversing what has been long-standing policy for some 750,000 furloughed employees, according to a memo being circulated by the White House.</p>
<p>Trump signed into law after <a href="https://apnews.com/article/30769167ab7a4ef9adf880d020b775dd" target="_blank" rel="noopener">the longest government shutdown in 2019</a> legislation to ensure federal workers receive back pay during any federal funding lapse. But in the new memo, his Office of Management and Budget says back pay must be provided by Congress, if it chooses to do so, as part of any bill to fund the government.</p>
<p>The move by the Republican administration was widely seen as a strong-arm tactic — a way to pressure lawmakers to reopen the government, now in the seventh day of <a href="https://apnews.com/article/government-shutdowns-history-schumer-trump-f442ba1392fab3e7cab37756302e829c" target="_blank" rel="noopener">a shutdown</a>.</p>
<p>“There are some people that don’t deserve to be taken care of, and we’ll take care of them in a different way,” Trump said during an event at the White House.</p>
<p>He said back pay “depends on who we&#8217;re talking about.” Asked a second time about backpay for furloughed federal workers given that the requirement is spelled out in law, Trump said: “I follow the law, and what the law says is correct.”</p>
<p>Refusing retroactive pay to the workers, some of whom must remain on the job as essential employees, would be a stark departure from norms and practices and almost certainly would be met with legal action.</p>
<p>While federal workers — as well as service members of the military — have often missed paychecks during past shutdowns, they are almost always reimbursed once the government reopens.</p>
<p>“That should turn up the urgency and the necessity of the Democrats doing the right thing here,” <a href="https://apnews.com/hub/mike-johnson/" target="_blank" rel="noopener">House Speaker Mike Johnson</a> said at a press conference at the Capitol.</p>
<p>Johnson, a lawyer, said he hadn’t fully read the memo but “there are some legal analysts who are saying” that it may not be necessary or appropriate to repay the federal workers.</p>
<p>But Democratic Sen. Patty Murray of Washington blasted the Trump administration as defying the law.</p>
<p>“Another baseless attempt to try and scare &amp; intimidate workers by an administration run by crooks and cowards,&#8221; said Murray, who is the ranking lawmaker on the Senate Appropriations Committee. “The letter of the law is as plain as can be — federal workers, including furloughed workers, are entitled to their backpay following a shutdown.”</p>
<p>And Senate Majority Leader John Thune, a Republican, said, “My assumption is that the furloughed workers will get paid.”</p>

<p>In the memo draft prepared for Trump’s Office of Management and Budget director Russ Vought, first reported by Axios, the office&#8217;s general counsel Mark R. Paoletta lays out a legal rationale for no back pay for federal workers.</p>
<p>The memo explains that while the Government Employee Fair Treatment Act of 2019 says workers shall be paid after federal funding is restored, it argues the action is not self-executing. Instead, the memo says, repaying the federal workers would have to be part of subsequent legislation, presumably in the bill to reopen the government.</p>
<p>The OMB analysis draws on language familiar to budget experts by suggesting that the 2019 bill created an authorization to pay the federal workers but not the actual appropriation.</p>
<p>Congress, it says, is able to decide whether it wants to pay the workers or not.</p>
<p>For now, Congress remains at a standstill, with neither side — nor the White House — appearing willing to budge. Democrats are fighting for health care funds to prevent a lapse in federal subsidies that threaten to send insurance rates skyrocketing. Republicans say the issue can be dealt with later.</p>

<p>Immergut, who was appointed by President Donald Trump in his first term, seemed incredulous that the president <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/photo-gallery/trump-photos-ortland-oregon-national-guard-chicago-memphis-b42cb5778cdbcab21c425bd61279f90c" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">moved to send National Guard troops</a></span> to Oregon from neighboring California and then from Texas on Sunday, just hours after <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/deployment-trump-portland-national-guard-lawsuit-8a0323d49b708ebf905527f897352832" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">she had ruled the first time</a></span>.</p>
<p>“How could bringing in federalized National Guard from California not be in direct contravention to the temporary restraining order I issued yesterday?” she questioned the federal government’s attorney, cutting him off.</p>
<p>“Aren’t defendants simply circumventing my order?” she said later. “Why is this appropriate?”</p>
<p>The White House did not immediately comment on the judge’s decision.</p>
<h2>Trump focuses on Oregon after Portland protests</h2>
<p>Oregon is fighting to prevent federalized National Guard troops from coming to Oregon’s largest city to address ongoing protests at an immigration processing facility there.</p>
<p>Small protests have been going on outside the Immigration and Customs Enforcement facility since Trump’s second term began in January. There have been occasional flare-ups, including in June, but for weeks nightly demonstrations attracted only a few dozen people.</p>
<p>Trump, however, has <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/immigration-ice-protest-portland-oregon-ebc5df5a6b6e6d106dbeaf5af0f339ab" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">turned his attention to the city</a></span>, calling Portland “war ravaged,” and a “war zone” that is “burning down” and like “living in hell.”</p>
<p>Local officials have pointed out that the protest occupies one city block far from the downtown in a city that covers 145 square miles (376 square kilometers). They also say many of his claims and social media posts appear to rely on images from 2020, when unrest that grew out of the Black Lives Matter protests roiled the city for several months. Trump sent federal law enforcement to the city then, as well.</p>
<p>Under a new mayor and police chief, the city has reduced crime, and the downtown has seen a decrease in homeless encampments and increased foot traffic.</p>
<p>On Sept. 28, when the Trump administration <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/trump-federal-troops-portland-oregon-f8659de72f28289ef22bd924d149a52f" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">mobilized the Oregon National Guard</a></span> over Gov. Tina Kotek’s wishes, the protests increased in size. On Saturday about 400 people gathered outside the ICE facility before federal agents shot tear-gas canisters into the crowd.</p>
<p>Trump also <span class="LinkEnhancement"><a class="Link AnClick-LinkEnhancement" href="https://apnews.com/article/chicago-illinois-trump-national-guard-acbf033191926157c5771825470eb2f8" data-gtm-enhancement-style="LinkEnhancementA" target="_blank" rel="noopener">authorized the deployment</a></span> of 300 Illinois National Guard troops to protect federal officers and assets in Chicago on Saturday.</p>
<p>Illinois Gov. JB Pritzker’s office said the situation in Chicago “does not require the use of the military and, as a result, the Governor opposes the deployment of the national guard under any status.”</p>
<h3>Sending in the National Guard from other states</h3>
<p>This weekend, about 200 federalized members of the California National Guard who had been on duty around Los Angeles were reassigned to Portland, a Pentagon spokesperson said.</p>
<p>Approximately 100 California National Guard troops landed in Portland after midnight Sunday and around 100 more arrived by early evening, Alan Gronewold, commander of Oregon’s National Guard, said in a court filing before the emergency hearing late Sunday.</p>
<p>The state of Oregon also included in its filing a memo written by Defense Secretary Pete Hegseth that ordered up to 400 Texas National Guard personnel activated for deployment to Oregon, Illinois and possibly elsewhere.</p>
<h3>A hasty court hearing</h3>
<p>At the emergency hearing late Sunday, Immergut grilled the attorney for the federal government and accused them of seeking an end run around her order from the day before that temporarily blocked the deployment of National Guard troops in Oregon.</p>
<p>Scott Kennedy, the attorney representing Oregon, said he learned of the Texas National Guard mobilization just 24 minutes before the emergency hearing on Sunday night.</p>
<p>“It feels a little bit like we’re playing a game of rhetorical whack-a-mole here,” he told Immergut.</p>
<p>Lawyers for the federal government tried to argue that Oregon and Portland did not have standing and that California could show no harm by having some of its National Guard dispatched to another state.</p>
<p>Immergut issued a temporary order that expires in 14 days unless it is extended at a hearing set for Oct. 17. Arguments for a preliminary injunction — a more permanent block on sending federalized National Guard troops to Oregon — are set for Oct. 29.</p>
<p>In a related court filing, an attorney in the California Military Department said the U.S. Army Northern Command advised the department on Sunday that an order will be issued keeping the 300 guard personnel federalized through the end of January.</p>
<h3>Oregon and California react to Sunday’s ruling</h3>
<p>Kotek, the governor of Oregon, applauded Immergut’s ruling and said Trump can “expect Oregon to stand up to him at every turn.”</p>
<p>“President Trump’s actions are an effort to occupy and incite cities and states that don’t share his politics, and I believe that we should expect him to continue to push the limits of his authority,” she said in a statement late Sunday.</p>
<p>California Attorney General Rob Bonta said Trump’s move to deploy the National Guard of one state to another “is well outside of the norms or practices” of any president.</p>
<p>“But this President is determined to take as much power as the courts will give him. This fight isn’t over, but today’s rebuke of the President’s illegal actions is a step in the right direction,” Bonta said in a statement after Sunday night’s ruling.</p>
<p>Portland Mayor Keith Wilson said Sunday that he saw federal agents engaged in what he described as unjustified use of force and indiscriminately spraying pepper spray and impact munitions during a protest outside the ICE facility.</p>
<p>“This is an aggressive approach trying to inflame the situation that has otherwise been peaceful,” Wilson said, adding that he has alerted the civil rights division of the Department of Justice to the agents’ actions.</p>
